男子举报未成年女儿遭18人强奸 警方抓获14人
受害人丽丽（化名）出生于2000年3月，是广西兴业县的一名小学生。近日被曝出从11岁开始先后遭多人多次性侵，流传较广的说法是“两年遭18个中老年人性侵”和“两年遭10名中老年人性侵”。
广西兴业警方向“中国网事”独家提供的一份长达13页的案件侦查情况报告显示，2013年4月27日、5月6日、7月23日，受害人父亲分三次带着受害人到派出所报案，称受害人自2011年起被人强奸，涉案人员共涉及同村15名村民和同镇另外两个村的3名村民。接警后，兴业县公安局对此案展开侦查。
兴业警方表示，受害人举报的18名涉案人员中，警方已经查明身份的犯罪嫌疑人有16人，目前抓获14人，在逃2人，另有2人目前未能查明身份。

“中国网事”记者梳理警方的侦查情况报告发现，在已查明身份的16名犯罪嫌疑人中，“80后”有2人，“60后”有4人，“50后”有5人，“40后”有3人，“30后”有2人，案发时年龄最大的70多岁，年龄最小的仅20岁出头。系列案件从2011年初一直持续到2013年3月。在前后两年时间里，受害人至少遭到50次性侵。
部分嫌疑人以“嫖宿幼女罪”批捕，家属不满
在办案期间，女童父亲多次到当地派出所对民警办案态度、办案进度、办案程序及案件定性等问题进行质疑，办案民警解释后，女童父亲不予接受，先后到相关部门上访，指责派出所对此案不重视、不作为。
兴业县警方认为，此案犯罪嫌疑人多，作案次数多，时间跨度大，当事人记忆混乱，物证人证稀少，调查取证工作异常艰辛，“案件能办到这个程度，实属不易。”
在这种情况下被害人家属之所以不满意，办案民警认为，主要是因为对部分犯罪嫌疑人以“嫖宿幼女罪”逮捕有意见，认为一是以轻罪放纵了强奸犯罪；二是把被害人视为卖淫女，严重损害了她的声誉，严重干扰了她的生活。
兴业县警方认为，公安机关开始都是以强奸罪来呈捕的，只是因为检察机关提出意见，才将部分嫌疑人改为以嫖宿幼女罪呈捕，经检察机关审查批准后以这一罪名执行逮捕。
“自嫖宿幼女罪出台以来，对其存废问题，法学界一直争论不休，废除呼声不断。如何区分以钱财诱惑为手段的奸淫幼女罪与嫖宿幼女罪，也是争议很多的难题。”兴业县公安局法制部门在案件核查意见中提出，“两个法条有重合的地方，嫖宿幼女本身就是奸淫幼女的一种情形，奸淫幼女罪里也有利用金钱诱惑达到奸淫目的的情形。二者如何区分？如何认定幼女是否处于卖淫地位？并没有明确的司法解释。”
