京华时报讯（记者张然）昨天，国家卫生计生委官方网站发布《关于加快发展社会办医的若干意见》（以下简称《意见》），其中为了支持非公立医疗机构提升服务能力，在此前鼓励试点的基础上，明确提出全国允许医师多点执业。
加快发展社会办医对于深化医改、满足人们多样化多层次医疗卫生服务需求意义重大。《意见》要求各级卫生计生、中医药行政管理部门转变政府职能，将社会办医纳入区域卫生规划统筹考虑。在区域卫生规划和医疗机构设置规划中要严格控制公立医院发展规模，留出社会办医的发展空间。
为了支持非公立医疗机构提升服务能力，《意见》明确提出允许医师多点执业。提出要制定规范的医师多点执业指导意见，重点明确医师多点执业的条件、注册、执业、责任分担等有关内容。卫生计生、中医药行政管理部门对符合条件的医师要及时办理有关手续。允许医务人员在不同举办主体医疗机构之间有序流动，在工龄计算、参加事业单位保险以及人事聘用等方面探索建立公立和非公立医疗机构间的衔接机制，为名老中医多点执业创造有利条件。

2009年原卫生部印发《关于医师多点执业有关问题的通知》，并在部分地区先行试点。
2011年原卫生部又发出通知扩大医师多点执业试点范围，鼓励医务人员到基层和农村地区执业。
2011年3月起北京开始实施《北京市医师多点执业管理办法（试行）》，符合条件的具有中级及以上职称的执业医师经注册，可在北京市行政区域内2至3个医疗机构依法开展诊疗活动。
