公开透明胜固欣然，败亦坦然
85位县长同台PK所争，正是河南近期启动的“美丽乡村”建设试点项目资金。该项目主要负责人、河南省财政厅农村综合改革工作办公室副主任陈霞光介绍，河南省财政统筹“美丽乡村”建设资金8亿元，准备在70个县(市、区)开展试点工作，重点培育建设美丽宜居小镇、中心村及特色村。

评审之前专家评委都“蒙在鼓里”
根据河南省财政厅制定的办法，此次评审将包括项目申报、资格审查、专家评审、现场答辩、综合评定、立项公示、投资评审等一系列程序。最终评定的成绩分两部分：专家评审占70%，现场答辩占30%。所以，专家评审团是评审活动的最终决定者。
为了保证评审的公正，在评审活动开始前，专家评委都一直“蒙在鼓里”。
在该项目评审的前一天，白新青才接到省财政厅的通知：“您被随机抽取为一个项目的专家评审，请准时报到。”白新青，河南省供销系统专家，名列河南省财政厅专家库。跟他一起接到通知的，还有另外5名随机抽取的经济、财政、建设等方面的专家。
“去之前根本不知道是评审什么项目，甚至根本不知道要去哪儿评审。”直到快到目的地，评委们才知道自己要去鹤壁。“汽车开到一个山沟沟的小宾馆，下车后才知道要评审什么项目。来到这里后几乎跟外界隔绝，也不清楚有哪些项目哪些县参加答辩。到了会场，手机等通信工具都要上交。”
吃完晚饭后，答辩连夜开始。在评审过程中，评委也受到了严格的限制：接受统一的封闭管理，不携带任何通信工具，不打人情分、关系分……所有参与项目评审的评委都必须严格遵守《现场答辩评委守则》。
这场答辩历时3天，85个县的县长或县委书记等主要负责人轮流上台答辩。这些平时习惯了在台上发言的人，此刻也难掩紧张，“下来时手心都捏了一把汗”。
也有人担心，比不善言谈的县长，答辩这种形式会让能言善辩的县长占便宜。“我们看重的是各位答辩人对项目的规划和对政策的理解能力，要看‘干货’，如果前期没有用心规划准备，对项目不熟悉或者不能满足试点的要求，讲得再好听也过不了关。”陈霞光说，“总的来说，虽然很多人紧张，但大家表现得还都不错。”
“我以前曾被抽到做土地资金整理项目竞争立项的评委，和那次相比，明显感觉这次地方领导更重视了，准备也更充分了，方案也更细致了。”白新青介绍。
除了评委，河南省财政厅监督检查局副局长尚照武等监督人员一直坐在监督席上，全程见证了答辩过程，保证评审过程的公正。
未来可期
更多项目将由“人分钱” 向“制度分钱”转变
这种由“人分钱” 向“制度分钱”分配资金的尝试，在河南尚属首次。
