“11·22”青岛黄岛爆燃事故原因基本查明。在昨日的国新办新闻发布会上，国家安全监管总局新闻发言人黄毅称，近期将公布事故调查处理结果。
黄毅说，青岛油管道爆燃事故暴露四方面问题，分别是隐患排查治理不认真、应急处置不力、违规违章作业以及事故地段规划设计不合理。
黄毅说，(事故调查组)已经提交了事故调查报告。国务院正式批复之后，会在第一时间全文公布事故调查报告。
去年11月22日凌晨3时，位于山东青岛经济技术开发区秦皇岛路与斋堂岛街交会处的中石化管道公司输油管线破裂，部分原油沿着雨水管线进入胶州湾，海面过油面积达3000平方米。上午10时30分，在油污清理过程中黄岛区沿海河路和斋堂岛街交会处发生爆燃，同时在入海口被油污染海面上发生爆燃。
最新数字表明，事故共造成62人遇难、136人受伤，直接经济损失7.5亿元。
事故的主要原因是输油管路与排水暗渠交汇处管道腐蚀变薄破裂，原油泄漏，流入排水暗渠，所挥发的油气与暗渠当中的空气混合形成易燃易爆的气体，在相对封闭的空间内集聚，现场处置人员使用不防爆的液压破碎锤，在暗渠盖板上进行钻孔粉碎，产生撞击火花，引爆了暗渠的油气。
黄毅分别对调查发现的四个问题进行了解释。
一是对隐患的排查治理不认真、不负责，尤其是对输油管道与排水暗渠交汇处存在的重大隐患没有进行彻底的排查和整改，在这方面，企业有责任，政府监管部门也有责任。
二是应急处置不力。从原油泄漏到爆炸八个多小时，其间从企业到政府的有关部门对事故风险研判失误，没有及时采取封路警戒的措施，也没有及时通知疏散周边的群众。
三是违规违章作业。现场处置人员没有对暗渠内的油气进行检测就冒险作业，而且采用非防爆的工具进行施工，从而导致油气爆炸。
四是规划设计不合理，事故发生地段规划建设非常混乱，油气管道与周边建筑物距离太近，特别是输油管道与暗渠交叉工程设计不合理，存在重大隐患。设计部门、市政部门对此负有不可推卸的责任。
事故原因基本查明，下一步就是对相关责任人进行查处。
此前黄岛区宣传部官方微博消息称，去年11月25日，警方控制了爆燃事故中石化相关人员7人、青岛经济技术开发区相关人员2人。此后未有进一步消息。
不过，此前济南市曾发生保利民爆济南公司爆炸事故，这起事故同样被认定为央企和地方政府都负有责任，相关处理结果可以作为 “参考”。
去年5月20日，位于山东省济南市章丘市的保利民爆济南科技有限公司乳化震源药柱生产车间发生爆炸事故，造成33人死亡、19人受伤，直接经济损失6600余万元。
事故处理为，对保利民爆济南公司董事长冯怀禄、总经理彭汉雷、副总经理孟祥森，济南市经信委副主任李廼锋等11人移送司法机关处理；并给予济南市委常委、副市长苏树伟记过处分，章丘市委副书记、市长刘天东记大过处分；责成山东省人民政府、保利集团分别向国务院和国务院国资委做出深刻检查。
