近日，有网友发帖称，在广西来宾市人民公园附近的红水河边，有几座天然形成的洞穴，里面住着来自广西各地的流浪老人，平时以拾荒为生。该帖发布后，引起众多网友关注，来宾市民政局紧急行动，对这些蜗居在洞穴中的流浪老人进行走访甄别。然而令救助站颇感无奈的是，这些流浪老人除了1人在救助站的帮助下回家之外，其他3人均以种种理由拒绝回家。这些老人为什么宁肯住在寒冷的岩洞中，也不肯回原籍与亲人团聚？对此疑问，记者专程奔赴来宾进行调查。

有两处洞穴
几与外界完全隔绝
来宾市兴宾区公安分局门前，有一条通往红水河畔的小路，小路左侧是沙场，而另一侧是陡峭的山坡，由泥土和岩石构成，最高处距河面约50米，旁边就是来宾市人民公园。在这段陡峭的河坡上，凡是有泥土的空地都被附近市民零星种上蔬菜，其余岩石部分天然形成若干大小不一的岩洞，大的有上百平方来，小的仅够一人容身。4名流浪老人就住在这里。
为了便于描述老人的住处，记者从距离小路最近处开始排列，依次命名为1、2、3、4号洞穴，其中1、2号比较便于出入，而3、4号洞穴，必须翻越一堵高约3米的岩壁。3、4号洞穴人迹罕至，几乎与外界完全隔绝。如果不是翻越岩壁亲眼所见，实在难以想象里面竟然住着人。

摆困难：回老家须在村里给盖房子
1月9日上午8时，记者随来宾市民政局社会救助站的工作人员来到流浪老人聚集的红水河边。在此之前，该救助站副站长覃慈航已多次到场进行摸底甄别。当时，4位流浪老人一致表示愿意回家，希望救助站提供帮助。可是，1月7日，当居住在2号洞穴里的覃元洪被送回家之后，没想到另外3人却又改口称不想回家了。
黄上差住的岩洞被称为1号洞穴，距离“外界”最近，想进入其他几个洞穴，必须经过黄上差的“家”。
在对黄上差的原籍进行调查时发现，今年60岁的黄上差孑然一身，家里只有哥哥姐姐、侄子侄女等人，其中有个侄子在南宁工作。黄上差说，他在武宣老家没有房子住，如果民政部门遣返他，必须在村里给他盖好房子，另外还要出面做其侄子的工作，每月固定给他生活费。
2号洞的覃元洪说，黄上差的酒瘾很大，2元一斤的散装米酒，他每天都要喝好几斤。“黄上差的侄子肯定知道，生活费其实就是买酒钱”。

挺留恋：帮看好铺盖卷，可能过几天又回来
这群流浪老人中，覃元洪年纪最大，今年62岁了。覃元洪的“家”距离黄上差最近，但远没有那么“宽敞”。岩洞大约2米深，刚好能容下一个人。面对救助站工作人员，覃元洪回家的愿望最强烈。“这个岩洞简直不是人住的，夜里那个冷啊”。
覃元洪说，他在上世纪80年代就到来宾了，在当地某锡矿工作，月工资30元，并与当地一女子结婚。有了孩子后，又离婚了，孩子随了女方。
最近几年，覃元洪又在来宾找了个“老伴”，两人没办结婚手续。“老伴”不仅有儿子，还有小孙子。随着孙子年龄的增长，“老伴”的儿子对覃元洪越来越不好，他一气之下就选择了外出流浪。
覃元洪和黄上差是一对酒友，平时都靠拾荒挣钱，挣的钱基本上都用来买酒喝了，虽然喝的通常都是每斤2元的散装米酒，但算起来也不是个小数目。
在踏上救助站的面包车之前，覃元洪依依不舍地与昔日的酒友黄上差告别。“兄弟我走了，帮我看好铺盖卷，可能我过几天就又回来了。”

韦龙 60岁广西来宾市兴宾区七洞乡社头村人
嫌丢人：不想坐救助站的车回村
通往韦龙居住的3号岩洞，几乎算不上是路，还要翻越一道2米多高的岩壁，如果不是网友曝光，外界怎么也不会想到，岩壁的另一侧不仅别有洞天，还长年住着人。
救助站工作人员通过多次接触发现，这群流浪老人之中，除了韦龙之外，个个都是酒鬼，每次吃饭时都少不了酒。而相比之下，韦龙则是唯一既不抽烟又不喝酒的流浪老人了，并且衣着也比较体面，走在大街上，根本看不出他是一名流浪人员。
覃慈航第一次见到韦龙时，韦龙曾明确表态想回家过春节。然而，等覃慈航通过民政部门的户籍系统查实韦龙的身份之后准备送他回家时，他却变卦了。
根据韦龙家乡来宾市兴宾区七洞乡社民政部门的反馈，韦龙家里不仅有老婆，还有3个孩子，他们都希望韦龙回家与亲人团聚。2012年，韦龙的儿子曾经把在外流浪的韦龙接回家住了一段时间，但在外流浪惯了的韦龙，最终再一次选择离家出走。
覃慈航注意到，韦龙的左眼患有白内障，于是对他说，其实国家对农村白内障患者的治疗提供有相应补贴，如果韦龙继续长期游离在社会边缘，将会延误治疗。然而，韦龙却并不动心，甚至对该政策持怀疑态度。
记者询问韦龙，怎么突然又不想回家了？韦龙不好意思地说，自己所在的村子距离来宾市才数十公里。车票不过10元，自己其实并不缺这点钱。“救助站的面包车上都喷有单位名称，如果坐这车进村，我丢不起那人。”韦龙说。

陈文 54岁自称广西宾阳县黎塘镇板兰村人
听天命：不讨家人喜欢，对目前生活很满意
54岁的陈文，最令来宾救助站头疼。根据陈文自己亲手写下的姓名、家庭地址，覃慈航检索了民政和公安两部门的户籍系统，不仅查无此人，并且黎塘镇也根本就没有板兰村。也就是说，即使陈文本人同意回家，救助站也不知该往哪里遣送。
陈文所住的洞穴与韦龙毗邻，于是他和韦龙就成了最好的“哥们”。据韦龙称，陈文智商有问题，别看他会写几个字，但买酒、卖废旧什么都不会，一切生活全靠韦龙帮助打理。
早在2011年，韦龙就与陈文认识了。当时陈文自称乘车去贵港，随后就迷路了，从此再也没有回过家。其间，韦龙几次回家小住，陈文都会在分手的地方，坚定不移地守候韦龙。
陈文是一个没有主见的人，对回家的态度一直模棱两可，一度甚至把“回家必须有韦龙陪同”作为附加条件。而韦龙则称，陈文的酒瘾很大，每次吃饭都至少要喝6两以上的散装米酒，这样的生活习惯即使找到家，家人也未必能接受。另外陈文还是一个沉默寡言的人，除了韦龙几乎不和外人说话，喝酒也是自斟自饮。
从韦龙口中记者还了解到，其实陈文曾透露说，家人对他很不好，他一点都不喜欢自己的家，可能与其患有智障有关。
针对黄上差等人以种种理由拒不回家的问题，覃慈航无奈地表示，社会救助站是福利慈善机构，不能强制流浪人员接受救助，下一步只能逐步做他们的思想工作，并关心照顾他们的日常生活，及时提供食物、棉被、鞋袜等。总而言之，救助站不是执法部门，只能在政策范围内，对流浪人员提供一些力所能及的帮助。(记者 王建伟)
