  镍矿货船被扣


  陈杜松介绍,而立船舶旗下被扣留的AERIKO轮是一艘6.2万载重吨的散货船,这艘船去年12月21日到达苏拉威西岛后装运镍矿。

  但AERIKO轮此番在完成海关手续后却被当地政府扣留。21世纪经济报道记者获得的信息显示,AERIKO等船舶被扣留于印尼苏拉威西岛南部的波尼湾(Gulf of Boni)东岸至少两处港口,其中包括中远香港一艘JINCHENG轮的散货船,该船被扣留在当地已经13天。


  此外还有HEYUAN轮、HAIYANGZHIXIN轮、BAO RESOURCE轮、SUNY HORIZON轮和ROYAL OCEAN轮等一批中国船东运营的船舶被扣,扣留时间从5到10天不等,这些货轮的中国运营船东不详。陈杜松介绍,这些船都是前去装运镍矿。


  “这些船舶都完成了装货作业,缴纳了关税,也按照正常程序办理了离港手续,但是迟迟无法取得离港证。”陈杜松表示不理解。根据他的说法,散货船到印尼后需要停留10-20天以装运镍矿,但期间并没有船舶收到不得装运镍矿的要求。


  当地政府向被扣船舶的当地代理人出具的文件中则给出多条扣船依据,包括印尼和扣船地所在的东南苏拉威省法规,“为控制和保证当地矿石开采作业,当地港口不得再未得到政府允许的情况下放行矿石、煤炭运输船。”


  政府允许离港的前提是交纳数额不菲的罚金。根据陈的介绍,被扣留的船舶要提供30万美金才可离港,但由于这一资金要求并无任何书面文件支持,遭到被扣船企的反对。


  30万美金的“买路钱”并非小数目。陈杜松介绍,AERIKO轮是而立船舶租来的船,从中国前往苏拉威西岛一趟来回,花费在100多万美元。“一条船每天租金2万美金,但是船开到那里要7-10天,光到那里就要30万美金,装货停靠10-20天又要20-40万美金,还要加上航行几十美金一吨的油耗”。陈介绍,到达当地后还有贸易商300万美金一船的现金货款,“即使是以信用证的方式进行交易,同样需要出一大笔钱。”


  根据航运界的最新消息,中国驻印尼使馆已经介入这一事件。21世纪经济报道记者也得知,有中方政府人员与当地船员进行了联系。


  印尼矿石禁令影响中国


  此次扣船事件尚未得到解决,印尼政府进一步掌控矿石开采回报的决心却已经显现。


  印度尼西亚是全球最大的镍矿出口国,也是全球铁矿石、铝土矿等金属矿产和动力煤的重要出口国,但这些产品多是以原料的形式出口到其他国家再加工。早在2009年,印尼国会就通过一项决议,要求从2014年1月12日开始禁止印尼国内的金属矿产原料出口,矿业公司必须在出口前对矿石进行加工。


  中国2012年镍矿需求为6500万吨,其中一半以上来自于印尼,其红土镍矿一直是中国镍生铁冶炼的重要来源,此外中国五分之一的铝制品也依赖于来自印尼的铝土矿。


  根据印尼媒体去年年底报道,由于原矿出口禁令决议今年即将生效,包括中国在内的海外散货船纷纷前往印尼各地抢运镍矿。而苏拉威西当地政府向上述被扣船出具的文件中也提到,从苏拉威西省矿产、煤炭调查小组的调查结果来看,去年12月24到28日,东南苏拉威西省Kolaka区域的矿石开采活动出现了大量违反当地政府规定的行为。


  但在被扣船东看来,这些行为与镍矿运输船并无关系。陈杜松就认为,既然印尼政府允许发货,并让发货人到海关交税,那就意味着出口手续齐全,理所应当地应该允许船舶离港,“即使违法也是印尼的发货人,和船东和贸易商并没有关系”。


  尽管印尼国内也在寻求对部分矿产的出口禁令松绑,中国国内贸易商也已经囤积至少一年的镍矿和铝土矿储备,但如果禁令一年后仍没有松动,其中相对更紧缺的镍矿价格从今年下半年就将可能开始上涨,从事印尼原矿运输的航运企业将会受到更大的冲击。(肖夏)来源:21世纪经济报道
