何其安(化名)是原方强镇某村的村干部，同时也是方强合作社的吸储员，他从2009年至今，共帮助合作社吸储100多万元，涉及50多户，都是本村老人和亲戚朋友，现在存钱的农户还有90多万没有拿回。
“合作社在2013年年初就出现资金断裂的情况，但还能断断续续的维持运转，我最后一次存钱是2013年2月。3月份再去的时候，已经拿不出钱了。”何其安说，他现在每天都要接到10多个催钱的电话，被逼的不敢回家了。
地方政府为合作社作经济担保，尚有1000万未兑
记者了解到，方强农民资金互助合作社，由大丰市委农村工作办公室批准成立，业务范围为，通过互助资金的吸纳与投放，在方强镇社员之间开展资金互助服务活动。
何其安说，当时合作社找他当吸储员时，他认真看过市里关于成立合作社的批准文件，同时还有一份方强镇人民政府的承诺书。
记者获得这份方强镇人民政府向大丰市人民政府承诺的“承诺书”，主要内容为合作社及领办人，因违法违规经营或出现道德风险等因素，引发合作社资金挤兑、农村社会不稳定等不良后果，将由镇政府负责，镇财政所作经济担保。
“现在方强镇与其它镇合并了，我们多次找现在的镇里、市里讨要说法，但是他们都互相踢皮球。”何其安说。
大丰市委农办农村财务辅导站站长朱善明向中新网记者证实，方强合作社确实已经关门歇业，目前合作社还有约1000万的互助资金未兑现给群众，涉及700多名社员。合作社领办人张少林，还因有其它非法集资项目，已被警方控制。
“目前警方正对张少林名下的资产和债务进行调查，农工办也在等警方的调查结果，将根据调查结果来判定如何挤兑社员的互助资金。如果资产不够挤兑互助资金，我们还要请市里领导研究决定，但肯定会保证社员的利益不受侵害。”朱善明说。
大丰市委农办陈小佩主任表示，目前已经对方强合作社的发起人张少林的资产通过法律途径进行处置，但这需要个过程，该市计划将方强合作社并入合并的镇去，用三到五年时间解决方强合作社的问题。
监管部门称无法识别合作社作假，不存在失职责任

对于方强合作社为何在监管之下出事，来自大丰市委农办的解释称，张少林在经营方强合作社期间，违规用假的账目应对农工办查账，实际却把互助资金转移走，另作其它用途，导致资金链断裂，无法挤兑合作社社员的互助资金。“方强合作社利用假账来应对检查，我们无法识别，所以不存在监管失职责任”，朱善明说。
如何杜绝类似方强合作社的事件，大丰市相关部门表示，该市已建立相对完善的综合管理平台，各合作社的资金在综合管理平台能得到实时监控。农工办同时和各乡镇签订责任状，合作社一旦出现问题，由乡镇承担责任。(完)
