一是建设优质奶源基地。支持婴幼儿配方乳粉企业进口良种奶牛建设现代化牧场，加快良种奶牛扩繁，扩大优质奶源基地，努力确保生鲜乳从自建自控的奶源基地收购，并逐步做到全部来自企业全资或控股建设的养殖场。支持企业建设的牧场全部参加生产性能测定，指导科学养牛，确保好牛产好奶。督促牧场落实质量安全主体责任，用最优质的牛奶提供给婴幼儿配方乳粉企业，实现国产婴幼儿配方乳粉奶源可追溯到牧场。
二是保证优质饲草料供应。加快实施“振兴奶业苜蓿发展行动”，按照专业化、标准化、规模化和集约化生产的要求建设高产优质苜蓿示范基地。优先支持婴幼儿配方乳粉企业奶源基地建设青贮和苜蓿饲草料基地，促进草畜配套，优化奶牛饲料营养结构，充分发挥奶牛遗传潜力，改善奶牛健康状况和生产性能，从源头上提高牛奶质量水平。
三是强化奶站和运输车监管。对128家婴幼儿配方乳粉生产企业奶站和运输车的资质条件进行重新审核，对相关的1869个奶站和719辆运输车建档立案，纳入重点监管。制定生鲜乳质量安全监管责任包干制度，要求省、市、县层层签订“生鲜乳质量安全责任状”，明确奶站、运输车监管责任人，公布手机号，实行24小时监控，严肃责任追究。开展婴幼儿配方乳粉奶源信息化监管试点，逐步实现收购和运输的生鲜乳来源清楚、流向清晰、信息可追溯。
四是加大奶源质量安全抽检密度。始终保持高压态势，严惩重处婴幼儿配方乳粉奶源违法违规行为。对奶畜养殖及生鲜乳生产、收购、运输、销售过程中存在的违法违规行为，发现一起，查处一起。在2014年生鲜乳质量安全监测计划中，安排专门经费，重点监测婴幼儿配方乳粉奶源质量安全，加密抽检，覆盖婴幼儿配方乳粉奶源的所有生鲜乳收购站和运输车，查处国家公布的所有违禁添加物。

六是加大政策扶持力度。加强奶牛标准化规模养殖、生产性能测定、良种补贴、优质苜蓿基地建设等政策扶持力度，促进奶业加快转型升级。政策优先支持婴幼儿配方乳粉企业自建牧场以及收购、参股的养殖场(小区)，重点对养殖场(小区)水电路、检测条件、挤奶机械、粪污处理、饲草料基地、防疫条件等进行改造提升，不断提高婴幼儿配方乳粉企业的奶源供给和质量安全控制能力。
