为推动煤矿安全治本攻坚，国家安监总局推进落实《煤矿矿长保护矿工生命安全七条规定》和煤矿安全治本攻坚七条举措，并在全国确定了50个重点县，全面启动遏制重特大事故的煤矿安全攻坚战。2013年，煤矿事故起数和死亡人数同比分别下降23.8%和23.7%，其中较大事故同比分别下降35.6%和37%，重特大事故同比分别下降12.5%和10.3%。
2013年6月中旬到10月底，全国范围内集中开展了安全生产大检查，各重点行业领域生产经营单位共排查治理隐患681.5万项，整改率97.9%；其中重大隐患10596项，落实整改资金54.7亿元，整改率86.7%。11月至12月，在全国开展了安全大检查“回头看”，近期安监总局又组织了“回头看”的专项督查，进一步推动隐患的整改。
