  京华时报讯 昨天,北京市教委召开新闻通气会透露,今年全市将深化基础教育领域综合改革,把优质教育资源的重组和整合作为切入点,全面推行学区制,采取多种措施扩大优质教育资源。在今年春季出台的义务教育阶段入学方案中,学区制和九年一贯对口招生将成为一项重要内容。


  目前,各区县已根据这一思路制定具体措施,并提出明确时间表和改革路线图,在今年形成改革的突破局面,力争到2020年全市优质教育资源达到一个更高水平。


  北京市教委委员、新闻发言人李奕介绍,十八届三中全会针对教育领域综合改革提出“统筹城乡义务教育资源均衡配置”、“试行学区制和九年一贯对口招生”的要求,依据这一要求,北京也开始勾画“新教育地图”。李奕表示,目前北京已有三四种模式的学区制,有的实行校际联盟,有的是多址办学,都是在区域层面实现学校办学的联动打通。对此,市教委不会一刀切,硬性要求各区县实行同一种模式。


  日前,有消息称,教育部正在制定《19个重点大城市义务教育阶段小升初就近免试入学方案》,北京小升初政策将如何变化备受关注。对此,李奕表示,北京作为方案组成员之一,参与过两次征求意见稿讨论。目前,北京市2014年的义务教育阶段入学意见还在研究中,但可以肯定的是,北京义务教育阶段入学政策会按照十八届三中全会要求和教育部具体文件精神进行调整。当前,各个区县都在进行优质教育资源实质性扩大,尤其是三中全会提到的学区制和九年一贯制势必对今年义务教育阶段入学方式、方法、政策产生影响。让更多老百姓享受优质教育资源,提高优质教育资源在区域内的覆盖度将成为今年重要的改革举措。

  北京学区制区县各不同


  在北京地区,较早试水学区制的,有东城、朝阳、海淀等区。在学区制的实行范围上,东城区在中学、小学、幼儿园甚至职业教育阶段全面推行学区制,朝阳、海淀的学区制目前主要在小学阶段推行。


  在学区制的管理模式上,朝阳、海淀的学区作为一级教育管理机构,具有独立的行政编制,在区县教委和学校之间起到沟通连接的作用。以朝阳区为例,目前该区拥有140多所小学,校址达到180余个。面对庞大的小学数量,朝阳区实施学区化管理,即相邻的十余所小学组成一个学区,形成“区-学区-学校”三级管理模式。目前这种管理模式与海淀的学区制基本类似。


  东城区的学区却不一样,它不是一级教育管理机构,而是一种校际联盟。东城现有的8大学区实行“轮值主席制”,学区内各个学校轮流主持学区事务。

  每个学区建一所九年一贯校


  首创学区制的东城区共有8大学区,分别为:和平里学区,安定门-交道口学区,景山-东华门学区,北新桥-东直门学区,东四-朝阳门-建国门学区,东花市-崇文门-前门学区,龙潭-体育馆路学区,天坛-永定门外学区。今年,东城区将进一步深化学区制探索,计划在开展深度联盟的两校间实行“大年级组联合教研”,实现两校教育资源进一步共享。深度联盟校中,不仅有西中街小学与北新桥小学这样同学段的联盟,也有汇文一小与汇文中学、文汇小学与文汇中学这样跨学段的联盟,为发展九年一贯制打下了基础。东城区还将通过优质品牌小学增设初中部和示范中学增设小学部两种方式,探索中小学衔接的实施路径。目前五中分校与方家胡同小学、二中分校与新鲜胡同小学、171中学与青年湖小学等都已有“联合”意向。未来3年,每个学区都将建立1所以上的九年一贯制优质学校。


  ◎门头沟


  城区山区学校捆绑发展


  门头沟区通过建设城乡一体化学校、城区与山区学校捆绑式发展、引进名校办学等方式打造京西教育高地。从今年到2016年,经过规划调整,门头沟区将拥有11所中学、3所九年一贯制学校、1所十二年一贯制学校、22所小学、28所幼儿园等共65所学校,全面提升教育基础设施水平。


  门头沟将全区山区和城镇学校建立17个捆绑式发展联盟,实现研、教、考、评等一体化,同步提升,并面向全市和全国引进百名名校长、名教师等高级人才。进一步扩大名校引进力度,2014-2016年,全区将新增优质教育学位分别为5640个、6720个、5580个。2016年,十二年一贯制的景山门头沟实验学校开始招生,将提供3120个优质学位,加上原有的大峪中学、大峪中学分校、大峪二小、门头沟区幼儿园等优质校,全区将满足孩子就近享受优质教育的目标。

  力推名校多址办学


  海淀区通过三大举措扩大优质教育资源规模。一是名校多校多址办学,实现优质教育资源的合理布局。如在北部地区依据“筑巢引凤”的思路,先后启动了清华附中永丰校区、一零一中学温泉校区和翠微小学温泉校区的建设工作。


  二是调整小学学区规划,扩大优质教育资源辐射范围。如对优质教育资源较少的西苑学区和优质教育资源丰富的海淀学区进行调整,明显提升了该地区整体教育水平。


  三是创新资源共享机制,建立了海淀教师研修网和优秀课程资源库,为全区两万名教师提供了更为及时、更有针对性的教研、科研服务。
