  超期收费行为,是否违规敛财?

  “高速公路上市公司的丰厚利润加上15年的收费,为建设单位还贷提供了重要保障。”中国消费者协会律师团团长邱宝昌表示,一些地方政府把高速公路的承包权、经营权转让给企业,增加收费年限,是为了保护地方政府和企业的既得利益。这样一来,等于企业与地方政府“合谋”,将高速公路当成了敛财工具。


  十二届全国政协委员孙继业反映,一些地方“政府还贷公路”变身为“经营性公路”,收费期限随意提高,于是高速公路成了地方政府及相关企业的“提款机”。


  延期收费行为,如何加以规范?


  一项网络调查显示,95%的受访者感觉身边收费站很多,89%的受访者称高速收费成为出行严重负担。


  据了解,长期以来,高速公路投资、建设、运营管理大多由当地交通部门“一肩担”,局外人少有渠道获得相关信息并发表意见。

  法律专家指出,超期收费现象已经存在多年,说明这一公权力行使不受制约,高速公路收费期限如何予以规范,亟待上级部门加强监督管理。


  据了解,正在修订的收费公路管理条例征求意见稿规定,收费站名称、收费标准、收费期限、通行费收支以及养护管理目标完成情况等信息,应当按规定向社会公布,接受社会监督。


  中央财经大学民生经济研究中心主任李永壮认为,随着以往一些公路还贷年限的逐步到期,“公路姓公”是大势所趋。对高速公路的收费期限问题,最好的办法是牢守政策“红线”,不轻易开延长的“口子”。
