“要始终立足国家战略，坚持党中央和国务院既定目标，牢牢把握制度创新这一核心，集中精力抓推进，心无旁骛抓落实，真正建设好、管理好上海自贸区。”中国(上海)自由贸易试验区推进工作领导小组昨日召开工作会议，总结2013年自贸区建设情况，研究部署2014年工作安排。
上海市委副书记、市长、领导小组组长杨雄强调，要在巩固去年工作成果的基础上，继续深入推进落实自贸区建设总体方案各项目标任务，重在出功能、见实效，尽快形成可复制、可推广的经验制度，更好地为全国深化改革、扩大开放服务。
会议审议并原则通过了《2014年中国(上海)自由贸易试验区工作安排》，并就重点事项进行了讨论和研究。
“开局良好但毕竟刚刚起步，我们要清醒冷静。”杨雄指出，今年是推进自贸试验区建设的关键一年。要发扬敢啃硬骨头、善打硬仗的优良作风，统筹协调，谋定而动，着力突破瓶颈。要充分发挥自贸试验区的示范效应，主动对标国际先进水准，自我加压，全面带动各部门、各领域、各环节机制创新、管理创新、服务创新。
会议要求，对已启动实施的试点任务，要加大推进落实和深化完善的工作力度，并在国家各部委的指导协调下，尽快形成可复制、可推广的经验制度；对方向已明确、条件基本成熟的改革事项，要抓紧破题、尽早启动，实现创新突破；对需国家有关部门支持的改革事项，要主动加强沟通衔接，细化工作方案，确保各项试点任务尽快落地，并尽可能争取更多的改革事项放在试验区先行先试。
