《意见》要求，进一步放宽境外资本在内地设立独资医院的范围，将香港、澳门和台湾服务提供者在内地设立独资医院的地域范围扩大到全国地级以上城市；其他具备条件的境外资本可在中国(上海)自由贸易试验区等特定区域设立独资医疗机构。鼓励社会资本直接投向资源稀缺及满足多元需求服务领域，举办康复医院、老年病医院、护理院、临终关怀医院等医疗机构，鼓励社会资本举办高水平、规模化的大型医疗机构或向医院集团化发展。

中国社科院经济所公共政策研究中心主任朱恒鹏对《经济参考报》记者表示，为了办好公立医院，应该大大精简公立医院数量，建立一个民营医疗医院占主体、竞争充分的医疗服务供给格局。在目前的情况下，社会资本通过参股等方式参与对公立医院的改制，不失为一个现实的过渡方案。他认为，《意见》有进步，但还在强调区域卫生规划和设备配置规划等等计划经济那一套，本质上还是要给“原则肯定，具体否定”的操作留有足够的空间。
