据悉，贵安新区位于贵州省贵阳市和安顺市结合部，区域范围涉及贵阳、安顺两市所辖4县(市、区)20个乡镇，规划控制面积1795平方公里。《批复》指出，贵安新区是黔中经济区核心地带，区位优势明显，地势相对平坦，人文生态环境良好，发展潜力巨大，具备加快发展的条件和实力。要把建设贵安新区作为深入实施西部大开发战略、探索欠发达地区后发赶超路子的重要举措，加快推进体制机制创新，发展内陆开放型经济，努力推动贵州经济社会又好又快发展。
《批复》指出，贵安新区建设要高举中国特色社会主义伟大旗帜，以邓小平理论、“三个代表”重要思想、科学发展观为指导，着力推进体制机制创新，探索欠发达地区城市发展建设新模式；着力调整优化经济结构，建立现代产业体系；着力提升对内对外开放水平，促进区域经济协调发展；着力推进生态文明建设，促进人与自然和谐发展，不断增强综合竞争实力，带动周边地区共同发展，把贵安新区建设成为经济繁荣、社会文明、环境优美的西部地区重要的经济增长极、内陆开放型经济新高地和生态文明示范区。
《批复》要求，贵州省人民政府要切实加强对贵安新区建设的组织领导，完善工作机制，明确工作责任，积极稳妥扎实推进贵安新区建设发展。要认真做好贵安新区发展总体规划以及土地利用总体规划、城市和镇总体规划、环境保护规划、水资源供求中长期规划等专项规划的编制工作，做好与国家及本省有关规划的衔接。要着力优化空间布局，切实节约集约利用土地，严格保护耕地和基本农田。要进一步明确发展思路，突出发展重点，创新发展方式，统筹推进贵安新区发展，涉及的重要政策和重大建设项目要按规定程序报批。
此外，《批复》还指出，国务院有关部门要按照职能分工，加强对贵安新区建设发展的支持和指导，在有关规划编制、政策实施、项目布局、资金安排、体制创新、对外开放等方面给予积极支持，为贵安新区发展营造良好的政策环境。要加强沟通协调，建立由国务院有关部门和贵州省人民政府参与的部省际联席会议制度。国家发展改革委要会同有关部门做好有关重大发展政策的落实工作，帮助协调解决贵安新区建设过程中遇到的困难和问题。
