　　华春莹指出，据我了解，《海南省实施<渔业法>办法》颁布于1993年，2008年第一次修订，此次系第二次修订，目的是为了加强渔业资源的保护、增殖、开发和合理利用，维护渔业生产者合法权益，保障水产品质量安全，促进渔业可持续健康发展，保护渔业资源和生态环境。
