　　2014年1月10日10时，民政部副部长窦玉沛接受中国政府网专访，就“落实两办《意见》 推动殡葬改革”与网民在线交流。

　　窦玉沛表示，推动殡葬改革目的，除了倡导文明新风之外，还有一个关键目的就是要节约土地、木材等自然资源。如果说火化后又装进棺材进行土葬，就没有达到殡葬改革的目的。同时也没有减轻群众的负担，反而增加了群众的负担，因为它比传统的埋葬多了一道火化的手续。这样也为社会上对殡葬改革提出质疑，甚至反对殡葬改革，提供了口实。实际上这是殡葬改革不彻底、不到位的表现。

　　窦玉沛指出，在党员、干部带头推动殡葬改革中要按照《意见》要求，在人口稠密，耕地较少，交通方便的火葬区，党员、干部去逝后必须火葬，不得将骨灰装棺再葬，不得超标准建墓立碑。

　　窦玉沛称，要加强党内和行政监督。党和政府的有关部门要密切掌握党员干部办丧事的情况，加强对党员干部在这方面的教育、管理。对于违纪违法的行为，要依据有关法律法规和党内纪律严肃处理。
