[窦玉沛]首先，党员干部带头是推行殡葬改革的优良传统和宝贵经验。殡葬改革是党和国家一贯倡导的社会习俗改革。从新中国成立伊始老一辈党和国家人签名倡导，到1983年号召共产党员带头简办丧事、实行火葬，对广泛动员广大群众参与殡葬改革起到了极大的推动作用，这一优良传已经成为殡葬改革顺利推行并取得长足进步的宝贵经验，需要继续发扬。
[窦玉沛]其次，在依法管理基础上，要求党员干部带头仍然十分重要。随着《殡葬管理条例》的颁布实施，以及一系列政策措施的逐步完善，殡葬改革纳入法制化、规范化轨道。但殡葬改革具有自身的特点和规律，在法规制度约束的基础上，还需要持续深入地宣传引导，尤其是要发挥党员干部的带头示范作用。
[窦玉沛]第三，少数党员干部违规治丧现象确实存在，必须及时整治。当前，确实有些党员、干部甚至是领导干部对自身约束不够，存在利用丧事活动大操大办、借机敛财、修建大墓豪华墓等问题，影响极为恶劣，对党和政府形象造成了一定损害，也影响到了社会风气。因此，强化党员干部带头示范作用，规范党员干部治丧行为，对进一步净化党风政风民风，十分及时必要。
