你省关于设立陕西西咸新区的请示收悉，现批复如下：
一、同意设立陕西西咸新区。西咸新区位于陕西省西安市和咸阳市建成区之间，区域范围涉及西安、咸阳两市所辖7县(区)23个乡镇和街道办事处，规划控制面积882平方公里。西咸新区是关中—天水经济区的核心区域，区位优势明显、经济基础良好、教育科技人才汇集、历史文化底蕴深厚、自然生态环境较好，具备加快发展的条件和实力。要把建设西咸新区作为深入实施西部大开发战略的重要举措，探索和实践以人为核心的中国特色新型城镇化道路，推进西安、咸阳一体化进程，为把西安建设成为富有历史文化特色的现代化城市、拓展我国向西开放的深度和广度发挥积极作用。
二、西咸新区建设要高举中国特色社会主义伟大旗帜，以邓小平理论、“三个代表”重要思想、科学发展观为指导，紧紧围绕创新城市发展方式，走资源集约、产业集聚、人才集中、生态文明的发展道路，促进工业化、信息化、城镇化、农业现代化同步发展，着力建设丝绸之路经济带重要支点，着力统筹科技资源，着力发展高新技术产业，着力健全城乡发展一体化体制机制，着力保护生态环境和历史文化，着力创新体制机制，努力把西咸新区建设成为我国向西开放的重要枢纽、西部大开发的新引擎和中国特色新型城镇化的范例。
三、陕西省人民政府要切实加强对西咸新区建设的组织领导，完善工作机制，明确工作责任，积极稳妥扎实推进西咸新区建设发展。要认真做好西咸新区发展总体规划以及土地利用总体规划、城市和镇总体规划、环境保护规划、水资源供求中长期规划等专项规划的编制工作，做好与国家及本省相关规划的衔接。要着力优化空间布局，切实节约集约利用土地，严格保护耕地和基本农田。要抓紧开展环境影响评价，切实保护和节约水资源。要加强历史遗址保护和非物质文化遗产传承，增强文化软实力。要进一步明确发展思路，突出发展重点，创新发展方式，统筹推进西咸新区发展，涉及的重要政策和重大建设项目要按规定程序报批。
四、国务院有关部门要按照职能分工，加强对西咸新区建设发展的支持和指导，在有关规划编制、政策实施、项目布局、资金安排、体制创新、对外开放等方面给予积极支持，为西咸新区发展营造良好的政策环境。要加强沟通协调，建立由国务院有关部门和陕西省人民政府参与的部省际联席会议制度。国家发展改革委要会同有关部门做好有关重大发展政策的落实工作，帮助协调解决西咸新区建设过程中遇到的困难和问题。
建设西咸新区，对于创新城市发展方式、深入实施西部大开发战略、引领和带动西部地区发展、扩大向西开放具有重要意义。各有关方面要统一思想、密切配合，开拓创新、真抓实干，共同推动西咸新区持续健康发展，努力开创陕西经济社会发展新局面。
