400亿补贴促账面收支平衡
在铁路运输量方面，2013年国家铁路旅客发送量完成20.75亿元，同比增长10.7%，全年货物发送量完成32.16亿吨，与上年持平。

消息人士称，铁路发展基金进展难度颇大，他指出去年7月底国发33号文提出的设想是2013年设立1000亿元资金盘子的基金，其中800亿元为政府引导性资金(铁路建设基金450亿元、中央预算内资金200亿元和调剂车购税150亿元)，200亿为社会资金。“本来去年就想推出，但看来只能是今年的事了。”
该人士称，当初设想2014年、2015年基金规模要达到2000亿至3000亿元，但实际看来难度颇大，“一旦基金规模扩大，社会资金的引入量也成倍增加，而铁路行业阻碍社会资本进入的根本性问题没有解决，引入社会资金的任务恐怕完不成。”
在铁路货运改革上，盛光祖指出2014年将继续实行实货制和前店后厂的营销模式，实行货物“一口价”，坚决清理价外收费，严肃处理违规收费行为，同时，铁路经营部门要开拓新的运输业务，瞄准货运新兴市场，重点组织好集装箱运输、中欧班列、高铁快件、特货运输，提高铁路在高附加值货运市场中的竞争力。
在土地利用开发上，盛光祖指出，要根据国家对铁路土地授权经营的政策，统筹利用新增和既有土地资源，拓展土地开发增值空间，大力开展餐饮旅游、站车商业、信息传媒等业务，增加非运输性业务的收入。
反腐实行“一案双查”
2014年铁总将继续加大反腐的力度。盛光祖指出，铁总将推动纪委双重领导体制具体化、程序化、制度化，强化上级纪委对下级纪委的领导，查办腐败案件以上级纪委领导为主。
他说，还将加强物资采购、车皮管理、工程建设等重点领域源头治理。实行“一案双查”制度，对发生重大腐败案件和严重违纪行为的单位、部门，不仅要追究当事人责任，还要追究相关领导责任。
