[窦玉沛]这个问题点到了当前殡葬改革一个突出的问题。推动殡葬改革目的，除了倡导文明新风之外，还有一个关键目的就是要节约土地、木材等自然资源。如果说火化后又装进棺材进行土葬，就没有达到殡葬改革的目的。同时也没有减轻群众的负担，反而增加了群众的负担，因为它比传统的埋葬多了一道火化的手续。这样也为社会上对殡葬改革提出质疑，甚至反对殡葬改革，提供了口实。实际上这是殡葬改革不彻底、不到位的表现。
[窦玉沛]所以这次《意见》专门就这样一个具体问题进行了明确，在火葬区，党员、干部不得实行火葬后装棺二次葬，这对于真正深化殡葬改革，解决我国人口增长与自然环境的矛盾，促进经济社会可持续发展具有重要的意义。
[窦玉沛]这一问题在下一步必须着力解决。一是在党员、干部带头推动殡葬改革中要按照《意见》要求，在人口稠密，耕地较少，交通方便的火葬区，党员、干部去逝后必须火葬，不得将骨灰装棺再葬，不得超标准建墓立碑。
[窦玉沛]二是加大投入，完善骨灰堂、公益性公墓等设施建设，特别是要推广生态环保、可降解的骨灰盒和生态墓。
[窦玉沛]三是通过减免费用或奖补方式，倡导树葬、花葬、草坪葬、海葬、撒散，或者深埋、不留坟头等少占或不占地的葬法。
[窦玉沛]四是通过年检等方式，加大对大墓豪华墓的查处力度，对违法行为坚决查处。
