　　[窦玉沛]我们现在社会上有些人一提殡葬改革就单纯理解成了火葬，实际上这个理解是不全面的。划分火葬区和土葬改革区是根据1997年国务院发布的殡葬管理条例，划分的原则依据人口、土地和交通状况，在人口稠密、耕地较少、交通便利的地区实行火葬。在不具备这三样条件的地区还可以实行土葬。在火葬区，殡葬改革的任务确实要推行火葬，同时火葬后一般骨灰寄存或者按照规定的面积来建设墓地墓碑。这方面，民政部曾经通知要求，不得超过一平方米占地。在土葬改革区，主要是治理乱埋乱葬，要选择一些荒山瘠地，建立公益性的公墓来埋葬当地群众的遗体，同时提倡深埋不留坟头。但是不论是火葬区还是土葬区，都要移风易俗，倡导文明节俭办丧事的新风尚，这样才能全面地理解党和国家殡葬改革的方针，不至于简单地理解用单一的火化来代替殡葬改革，不能搞一刀切，这样也不符合各地的实际情况。
