主持人：窦部长您来的访谈预告发出以后，中国政府网的很多网友对意见提出了很多问题，我们现在就一一回答他们其中比较有代表性问题。
网友AATW：当前出台《意见》有何重要现实意义？
窦玉沛：殡葬改革涉及到人民群众的切身利益，涉及到精神文明和生态文明建设，也关系到党风、政风和民风。所以两办出台《意见》，我认为有这么几方面的意义：第一，有利于推进和深化殡葬改革。殡葬改革是破千年旧俗，树一代新风的社会改革，它的难度和阻力都是比较大的，特别是在当前，丧葬中的陈规陋俗重新抬头，殡葬中的封建迷信重新活跃的情况下，殡葬改革如逆水行舟不进则退。在这种情况下两办出台这样的《意见》，调动了广大党员干部带头积极性，有利于形成群众参与、全社会共同推动的良好局面。
窦玉沛：第二，有利于促进社会主义精神文明和生态文明建设。因为殡葬既是一种社会生活，也是一种文化现象，它与习俗的传承有着密切关系，同时殡葬又涉及到占用土地、木材、石材等自然资源，所以说它对于促进精神文明建设、生态文明建设又有着重要的作用。
窦玉沛：第三，它对于促进党风、政风建设也具有重要意义。现在个别的党员干部，甚至领导干部在丧事办理中大操大办，修建大墓、豪华墓，借机敛财，并且在丧事活动中看风水等封建迷信活动也十分活跃，这对党风政风造成了不良影响。同时，殡葬中又有一种攀比和从众的心理，一些群众为办丧事不堪重负，增加了群众的负担，又影响了社会风气。所以推进殡葬改革有利于净化党风、政风，进而匡正民风。推进殡葬改革既有利于当代，又能够造福后代，意义是比较大的。
