PM2.5浓度凌晨达峰值

昨晚10时，北京市空气重污染应急指挥部发布空气重污染蓝色预警，并启动了相应的建议性减排措施，提示市民尽量不要到户外活动。
到了今天凌晨1时，这次污染过程的峰值来到，记者看到，城区和南部地区的PM2.5小时浓度大部分都“冲上”了500微克/立方米，其中丰台花园监测子站的小时浓度甚至达到695微克/立方米。多个测量空气质量的手机软件使用“爆表”一词形容这次污染过程。
上午污染浓度略有下降
今天早晨，记者再次登录市环保监测中心看到，大部分地区的PM2.5浓度都比今天凌晨略有下降，从丰台花园监测子站来看，今天凌晨的PM2.5浓度达到695微克/立方米，但是今天上午9时的浓度已经下降至425微克/立方米。市环保监测二中心介绍，上午9时城六区的PM2.5平均浓度为403微克/立方米；西北部(昌平、延庆)平均浓度最轻，为192微克/立方米；东南部(通州、大兴、亦庄)最严重，平均为489微克/立方米；虽然下降了一些，但全市仍处于重度至严重污染水平，而且白天污染形势不会明显改善。
今天上午7时50分，市气象台发布大雾黄色预警，10时15分随着能见度好转，预警解除。但是，天空并未由此转晴。10时20分，市气象台发出霾黄色预警，预计今天白天本市平原地区将出现中度霾，易形成空气污染。
据预报，这次污染要彻底结束需要等到17日上午的冷空气“救场”。
进出京5通道恢复通车
今天是春运第一天，受大雾影响，从今天凌晨开始，本市5条高速路陆续实施封闭或限流措施，至上午9时30分全部开通，对市民出行未造成明显影响。
记者从市交管部门了解到，受本市及相邻省市大雾天气影响，从今天凌晨3时开始，本市多条高速陆续采取临时管理措施，其中京沪高速大羊坊收费站出京方向、大广高速榆垡桥南和求贤收费站的出京方向、京哈高速西集出京方向采取限流措施，京津高速出京方向台湖站采取分流措施，永乐店站则封闭。京平高速出京方向夏各庄站也采取了封闭措施。
好在持续时间不长，至9时30分，本市高速路结束管制措施，恢复通车。
春运期间，交管部门会在交通流量大的国市道、高速公路进出京方向和进京办证处设置春运交通安全执法服务站，实施全天候执法服务，对过往的7座(含)以上客车和接送学生车辆、危险化学品运输车辆逐一检查、逐车登记。
追问为何本次雾霾“拔地而起”？
据环保监测中心介绍，这次污染过程是昨天傍晚突然加剧的。昨天下午5时，市环保监测中心例行发布第二天污染情况预报时，还预报说今天的污染过程只有中度污染水平。但现实的情况要比预报严重很多。
环保监测部门解释除了气象原因还有区域传输的过程。本来本市昨天就处于低气压场的控制之中，空气对污染物的控制已经力不从心，18时开始，位于城区偏南的丰台、天坛、万寿西宫等站的PM2.5浓度已经开始大幅度上升。
这和偏南风的“加盟”有很大关系，偏南风会把天津、河北地区的污染物也吹入北京，累积加重北京的污染水平，所以造成了整个城区范围污染程度较高。
会不会实施“单双号限行”？
昨晚10时，本市发布了重污染蓝色预警，也是污染预警中的最轻级别。“如此严重的污染为何还是最轻的预警？”不少市民有此疑问。
对此，市环保部门解释，按照空气重污染预警级别，污染预警分为蓝色、黄色、橙色和红色。蓝色预警是指未来一天出现重度污染，而今天的情况，虽然平原地区污染严重，但是北部地区污染较轻，平均下来，全市没有达到全部严重污染的级别。
而且，明天上午开始，空气质量将彻底好转，所以从污染预警的强度和时间长短来说，仍是蓝色预警的级别。而本市规定，只有达到污染预警的最高级别红色预警，也就是未来三天都是严重污染的过程，才会启动单双号限行。
有没有考虑采用人工除霾？
在12月18日的全市气象现代化工作会议上，北京市副市长林克庆表示，本市将开展人工消减雾霾科学试验。
据了解，由市气象局代管的北京市人工影响天气办公室正在筹备人工消除雾霾的科学试验。不过，人工除霾是科学试验，此前，相关部门做过局部地区的消雾，但对于大范围的消除雾霾来说，其效果怎样还是未知。
据媒体报道，此前就有气象专家表示，人工影响天气消减雾霾的主要方式是人工增雨和人工消雾，但雾霾条件下人工增雨的难度较大。
目前或许会在极为特殊的局地雾霾的情况下，对能见度做一些试验，但采取人工方式缓解大范围雾霾的可能性很小。

展望今夜京城有望迎初雪
雾刚散，霾就来了，晚间京城或迎今冬初雪。今天的天气可谓一波三折。
今天上午，市气象台连续发布了大雾和霾黄色预警。今天夜间将有一个弱冷空气抵达本市，明天上午天气将转好。
此外，由于冷暖气流汇合，来自东海的水汽条件助力，今天夜间本市或将迎来今冬初雪。
北京市气象台高级工程师、首席预报员孙继松表示，此次雾霾的形成是由于本市处于低气压场控制之中，偏南风带来水汽，同时没有大风污染物扩散条件差。预计明天将有3级左右北风抵达本市，雾霾天气将有所好转。
同时，“迟到”83天的初雪有望今晚降临本市。据预报，今晚本市将刮起偏东风，这将带来东部渤海湾的水汽，同时有冷暖气流汇合，本市大部分地区或将有小雪。据预计，此次降雪量将达到初雪标准。
