检察机关指控，2012年5月初，邓德勇因其住房属于拆迁范围，但由于其住房未办理建房证，属违章建筑，不符合政府划地安置修建住房的政策，在多次到拆迁部门要求划地修建住房遭到拒绝后，遂产生报复拆迁工作人员的念头。2012年5月8日，邓德勇与宋朝玉共谋对位于巧家县花桥社区的拆迁指挥部实施爆炸，后邓德勇用手机、电灯开关、电雷管等作案工具自制了爆炸装置，次日对该爆炸装置进行爆炸试验并试验成功。2012年5月10日8时许，宋朝玉按邓德勇授意在巧家县城劳务市场以干活为由找到赵登用，并搭乘赵登用摩托车前往巧家县国税局门口与邓德勇会合，后邓将装有爆炸装置的背包及宋朝玉提供的100元劳务费交给赵登用，并谎称让赵将背包放于花桥社区一楼办公室并打开电源开关后便带赵去干活。上午9时许，赵登用携背包进入花桥社区便民服务厅内，邓德勇随即用手机引爆爆炸装置，致被害人赵登用等4人死亡、12人轻伤、4人轻微伤。
1978年至1985年期间，陈和志在修建巧家县杨家湾引桥工程时先后将35枚火雷管拿回家中储藏；1997年至1999年期间，在丽江一煤矿打工时将6枚电雷管和一个发爆装置带回家中储藏。2006年3月的一天，陈和志应宋朝玉要求将35枚火雷管和6枚电雷管卖给宋朝玉。
检方指控邓德勇、宋朝玉犯爆炸罪，指控陈和志犯非法买卖爆炸物罪。在庭审中，邓德勇和宋朝玉均称自己不认识赵登用，与其没有仇怨。但检方出示的证据显示，邓德勇此前在公安机关的供述中称：想炸死这个背背包的男子，公安更难查到。
当天有29人提起了刑事附带民事诉讼。在质证阶段，看到检方出示的现场惨状照片，一位死者家属当庭痛哭。
由于案情疑难复杂，案件将择期宣判。
