经查，2010年6月至2013年3月，鱼卡公司人力资源部副部长、财务负责人王世才贪污公款786.3万元、挪用公款8085万元，全部用于购买彩票，致使8871.3万元公款挥霍一空，构成贪污、挪用公款罪。对此，青海能源公司、鱼卡公司部分高中层管理和相关工作人员分别构成失职行为或涉嫌失职犯罪。同时，青海能源公司主体企业青海煤业集团有限责任公司(简称“青海煤业公司”)在2005年至2009年以虚假工程决算隐匿、套取国有资金和中央预算内资金共计3748.34万元；青海煤业公司、青海能源公司私分国有资产119万元。案件涉及金额总计1.27亿元，涉及国有企业及相关人员18人，其中青海能源公司高层管理人员4人(省管企业正职2人)，青海能源公司及鱼卡公司中层管理人员6人，其他工作人员8人。
2013年12月，经青海省纪委监察厅研究并报省委省政府批准，对5人分别作出党纪政纪处分，1人责令检查并予以诫勉谈话：
1.青海能源公司总经理陈德明(省管企业正职)对王世才贪污、挪用公款负有重要领导责任，构成失职行为；对以虚假工程决算隐匿、套取国有资金问题负有主要领导责任，构成违反财经纪律行为；对违规发放“奖金”问题负有直接责任，构成私分国有资产行为，决定给予其留党察看一年、撤销总经理职务的处分。
2.青海能源公司副总经理韩富彪对王世才贪污、挪用公款负有主要领导责任，构成失职行为；对以虚假工程决算隐匿、套取国有资金问题负有主要领导责任，构成违反财经纪律行为，决定给予其党内严重警告、撤销副总经理职务的处分。
3.青海能源公司副总经理平震宇对王世才贪污、挪用公款负有主要领导责任，构成失职行为，决定给予其党内严重警告、撤销副总经理职务的处分。

6.青海能源公司党委书记、董事长李学军(省管企业正职)对公司发生的问题负有领导责任，根据党风廉政建设责任制规定，责成李学军向省委、省政府作出深刻书面检查，并由省纪委对其予以诫勉谈话。
另外，查明(1)青海能源公司资产财务部部长张树仁涉嫌国有公司工作人员失职犯罪；(2)鱼卡公司党委书记、总经理杨秀君涉嫌失职犯罪、受贿犯罪；(3)鱼卡公司人力资源管理部副部长、财务负责人王世才涉嫌贪污犯罪、挪用公款犯罪；(4)鱼卡公司成本会计楚志强、税务会计韦佳丽(女)、出纳刘亚都(女)、马环福等4人涉嫌国有公司工作人员失职犯罪；(5)青海能源公司审计监察部副部长郑永明、工作人员党月霞(女)、姚正荣(女)等3人涉嫌国有公司工作人员失职犯罪；(6)国富浩华会计师事务所青海分所所长童成录、审计人员山成花(女)等2人涉嫌出具证明文件重大失实犯罪。目前，12名涉嫌违法犯罪人员已被依法逮捕，待司法机关作出判决或裁定后，按照管理权限，分别由其主管部门或所在单位作出相应党纪政纪处理。
为充分发挥案件警示作用，加强思想教育，明确任务措施，推进国有企业党风廉政建设和反腐败工作，青海省将于近日召开全省国有企业管理人员警示教育大会，通报案情。
