　　“单独二孩”有望3月实施

　　目前细则已启动制定预计每年将增3万至5万新生儿

　　昨天我们发出“单独二孩”话题征集令，今儿我们邀请人大代表来聊聊。同时，新政也受到了代表委员的关注。在昨天举行的市两会政务咨询会上，市计生委及市卫生局等相关部门负责人就“单独二孩”如何实施进行了答疑解惑。

　　昨天下午，《法制晚报》在语音微博的官方账号上发出了关于“单独二孩”话题的征集令。有不少市民都留下了自己的疑惑与问题，今天本报邀请市人大代表、北京大学社会学系教授陆杰华和您聊聊“单独二孩那些事儿”。

　　网友问：“单独二孩”开放之后，北京人口会不会出现激增？

　　陆杰华介绍，目前主要的问题是取决于“单独二孩”政策什么节点能放开。如果一旦政策实施，符合单独条件的家庭会选择生二胎，使得在今年下半年出生率会出现上升，但也不会特别明显。

　　“近两年，北京人口增长以外地人口为主，2012年，北京市出生了20万人口，有一半都是流动人口，但该政策主要影响本地户籍人口。”陆杰华说，“单独二孩”政策的实施，不会给北京带来压力，放开主要惠及户籍人口。户籍人口的增长量不会特别明显。所以对整个教育、卫生、幼儿园入园的影响，基本都是还在可控的范围内。

　　网友问：放开“单开二孩”政策后，会不会更难建档了？

　　提到妇产医院一床难求，陆杰华表示，床位紧张是一直存在的问题，因为准父母们都希望得到优质的医疗资源，到大医院去生孩子。

　　“虽然普通的区级医院有床位，但老百姓还是扎堆到大医院，优质服务资源会更加稀缺，比如在远郊医院也有产科，但老百姓都会到中心城区三甲医院享受优质资源。”陆杰华表示。

　　网友问：孩子生下来后，入学会更困难吗？

　　其实，现在的小学，比如中关村一小、二小、三小，不管政策放不放开，每年入学都是问题。

　　“北京常住人口占到总人口的三分之二，另外三分之一都是流动人口，共有800万，而且都是比较年轻的适龄群体，对教育卫生需求都比较大。相对而言，户籍人口相对老龄化，所以影响也相对较小。从全国来看，会受到影响，但对北京来说，政策一放开，主要还是对户籍人口，还是属于可控范围内。”陆杰华说。

　　陆杰华强调，虽然在北京符合“单独二孩”的群体还是比较大的，但现有资源还是完全可以满足准备生育二胎的家庭。 文/记者王硕

　　如果《〈北京市人口与计划生育条例〉修正案(草案)》今年2月通过二次审议，最快今年3月1日实行。 ——市计生委副主任耿玉田

　　市计生委主任刘志表示，会有具体办法。“不过，大家还是按照规定办，不要超前，此时此刻仍然执行的是老版计生条例，在这之前发生的任何问题，还要按照现行规定执行。”同时，市计生委政法处处长叶小敏表示，未来新政颁布后，即使是符合政策合法生育第二个孩子，也需要先审批再生育。
