去年10月，北京部分药店尝试销售婴幼儿配方乳粉，但目前这些药店的奶粉销售并没有继续。
张志宽说，根据国家食药监总局的精神，可在药店专区销售婴幼儿配方奶粉，不过从监管的角度，北京专门部署药店销售奶粉的事情“目前还没正式开始”。
“药店销售奶粉，必须要保障质量”，张志宽说，今年上半年要制定出婴幼儿配方奶粉乳品在药店销售的规则，对药店乳品的质量安全标准、企业经营资质、产品来源等进行规范。今后，在药店乳品不仅将纳入常规的定期抽检，也将进入执法人员风险监测范围。
高风险食品建追溯系统
食品追溯也是老百姓很关注的一个问题。张志宽表示，“要想所有的品种都完全做到追溯，现在还不现实”，但会对老百姓餐桌上主要的、高风险的食品建立追溯，如鲜肉、乳制品、儿童配方奶粉等。
由于国家和北京的食药监管机构都是在去年新组建，张志宽表示，在国家《食品安全法》修订完成后，去年4月刚修订并实施的《北京食品安全条例》也会启动修订。

“食品监测抽检样本将达13万个”
新京报：新机构从去年11月正式履职后，运行情况怎样？与其他部门的职能如何明确？
北京市食药监局局长张志宽：目前，市级、16个区县和322个街乡均成立了食品药品监管机构。现在与多个部门的主要职能基本上厘清，农产品由农业局管，进出口食品由出入境检验检疫局，其他的食品药品主责则归市食药监局。不过，诸如豆芽生产等一些新业态，由谁监管，还需重新确认。
新京报：对食品药品的抽检，今年是否有具体的计划？
张志宽：我们今年对食品药品监管要实行“最严谨的标准、最严格的监管、最严厉的惩戒”。食品监测抽检的总数将达到13万个样本以上，尽可能全覆盖，大米中的重金属、牛羊肉的掺假、婴幼儿奶粉和辅食中的三聚氰胺等，都纳入监测。
新京报：对于外地出现的食品隐患，北京是否有新举措来应急？
张志宽：北京85%以上的食品和90%以上的药品由外埠甚至国外供应，外地甚至国外发生食品药品安全事件，马上会有市民询问。我们提出“公众安全健康至上”准则。比如，某种食品被检测出铜或铝含量异常，可能对人体造成危害，但国家并没有相关限量或检测方法标准。我们会请食品安全专家委员会进行评估，依据结果采取市场临时控制措施。

年内解决一半轮候户
保障房将研究个人与政府共有产权模式
新京报讯 (记者马力)住建部近日提出要推进共有产权保障房探索。昨日，北京市住建委委员邹劲松在两会政务咨询上表示，北京今年将研究保障房共有产权模式，北京的售后和上海的售前共有产权模式都在方案中。同时，今年一半左右的保障房轮候家庭将解决住房困难。
共有产权保障房即中低收入住房困难家庭购房时，可按个人与政府的出资比例共同拥有房屋产权。邹劲松说，目前北京经适房和限价房从本质上说，是固定比例的售后共有产权模式。如经适房满5年上市交易时，需要交纳收益的70%，限价房满5年上市交易，要上交35%的收益。
而另一种是上海模式，上海经适房的购买人只拥有有限产权，这是在购买时就已经明确划分，政府占30%到40%的产权，60%到70%的产权归个人。
邹劲松透露，北京正在研究推进的共有产权，倾向于这两种模式间二选一，并加以完善。“北京现有方式的优点便是利于操作，缺点是不够与市场接轨，无法动态反映市场的情况；而上海模式确实可以更好地反映市场，但存在操作上的难题。”
邹劲松表示，目前，北京已经通过审核正在轮候的保障房备案家庭还有9万多户，两年内北京将基本解决这些备案家庭的困难，其中今年力争解决50%左右。
背景
今年北京计划通过新建、改建、收购、趸租、棚户区改造等方式，建设、筹集各类保障性住房7万套。计划基本建成各类保障性住房10万套。按照目前的节奏，大兴、昌平等区县今年就能解决所有产权型保障房轮候家庭的居住困难问题。邹劲松表示，因此能够多建设一些房源，供给其他区县使用。
