新华网长沙1月16日电(记者李丹 明星) 近日，网络消息称，11日中午由湖南怀化开往北京的列车上，花垣县访民胡秀祥因被拦截刺伤两人。花垣县官方16日称，胡秀祥目前已经以涉嫌故意伤害罪立案侦查。
有消息称，11日12点40分左右，由湖南怀化开往北京的K268次列车上，花垣县访民胡秀祥因被拦截，用随身携带的剪刀刺伤两人，其中一人为乡镇干部，另一人为花垣县民警。乡镇干部在冲突中受重伤，经抢救后脱离生命危险，花垣县民警伤势较轻。
花垣县政府向记者证实了此事。官方提供情况说明称，现年39岁的胡秀祥为花垣镇农民，曾持刀片进京，拟制造事端被抓获。2013年1月23日，胡秀祥以寻衅滋事罪被判有期徒刑一年，缓期两年执行，缓刑到期时间为2015年1月22日。其妻石满妹为花垣县边城镇农民，于2011年在北京划伤意大利女游客，被北京法院判处一年零六个月有期徒刑，又于2013年10月19日在北京被批捕。
据介绍，1月8日石满妹被执行逮捕后，胡秀祥称要进京采取极端行为。针对其不遵守缓刑人员“迁居或者离开所居住区域必须经公安机关批准”等相关法律规定，花垣县成立由公安干警和政府干部组成的工作组依法对其进行传唤，训诫教育，阻止其进一步实施违法犯罪行为。
在当地政府提供的一份刑事判决书上，记者看到有证人证言，胡秀祥不服边城镇人民政府的土地确权决定和县人民政府行政复议决定，因此上访。
