当前我国社会诚信状况总体来说是好的，一诺千金的道德模范、诚实守信的凡人善举、清正廉洁的党员干部，成为整个诚信体系的有力支撑。不过也得承认，信用缺失仍是我国发展中的突出“软肋”，制假售假、商业欺诈、逃债骗贷、学术不端等现象屡见不鲜，尤其是无良奸商的毒食品、毒工厂，麻木不仁的见死不救，恩将仇报的“救人反被讹”等极端事件频频冲击社会道德底线，销蚀着人与人之间的社会信任。如何切实改善社会信用状况，成为人们的普遍诉求。
社会信用体系怎么建，这是一个系统工程，既需要从制度层面构建信息共享机制、推进信用体系建设合力、健全相关法律法规和标准体系，又需要在操作层面全面推进包括政务诚信、商务诚信、社会诚信等在内的社会信用体系建设。这其中，政府“以身作则，带头推进政务公开，依法公开在行政管理中掌握的信用信息，提高决策透明度”无疑是重中之重。
政务诚信是社会诚信的基础，甚至可以说是一种“风向标”。如果政府带头不讲诚信，很难想象一些企业会诚实经营，最终只能导致人人自危、相互忌惮，社会风气一塌糊涂。相反，如果政府以身作则、率先垂范，带头讲诚信、履承诺，充分发挥其在社会诚信和信用体系建设中的表率作用，必然会以政务诚信示范引领全社会诚信建设。
事实上，政府加强政务诚信建设也是赢得公众信任的重要途径。2013年新一届中央政府以亲民务实的作风，就赢得了社会的广泛好评。在新一届国务院第一次全体会议上，国务院总理李克强就明确指出“政府说到就要做到，不能‘放空炮’”。一年来国务院力促简政放权、转变政府职能，先后下放了200多项行政审批事项，履行了政府对人民的承诺。这种诚信之举为各级政府带了好头，也为社会诚信体系建设起到了引领作用。
当前我国已进入全面深化改革的新时期，加快社会信用体系建设有着重要的现实意义。这不仅有利于发挥市场在资源配置中的决定性作用、规范市场秩序、降低交易成本、增强经济社会活动的可预期性和效率，也是推动政府职能转变、简政放权、更好做到“放”“管”结合的必要条件，成为经济社会发展的“润滑剂”、“助推器”。
人无信不立，国无信不昌。随着我国各项改革不断推进，市场化程度愈来愈高，参与国际竞争合作的领域越来越广，加强诚信建设已不止关乎我们会不会吃到“地沟油”、“廋肉精”，还关乎一个国家的整体形象和声誉。从这个角度看，国家加快社会信用体系建设，有着更为深远的意义。各级政府当读懂这层深意，以身作则带好头，引领社会诚信建设。
