网民“向秋”说，这种新型送礼方式，如果不予重视很可能形成新的腐败风气。
电子商务管理存漏洞
博主“凌国华”认为，从商业角度讲，礼品册、电子礼品卡等“送礼神器”虽然只是一种工具，但对那些“别有用心”者则具有某种心照不宣的引诱。即便抛开“钻空子”“打擦边球”的边缘行为不讲，礼品册、电子礼品卡“发票可以随便开”的乱象，仍旧暴露出其涉嫌扰乱正常市场秩序的软肋，而“回收电子购物卡”背后的猫腻经媒体多方披露也已被社会所厌弃。堵住礼品册、电子礼品卡等电子商务行为的漏洞，更需要有关部门切实履行责任。
也有网民表示，电子礼品卡的出现暴露出我国电子商务管理仍有诸多漏洞，给送礼之风提供了土壤。尽管有关部门出台了《单用途商业预付卡管理办法》，但尚未有涉及电子礼品卡的相关管理规定；另一方面，虚开发票行为仍普遍存在，给公款送礼提供了空间。
治本之策在于制度约束
网民“舒圣祥”建议，严格发票管理，让公款购买礼品卡走不了账，是消灭“送礼神器”最需补上的短板。一方面，发票登载信息越多越好，应大力推广电子发票，将交易中的商品名称、数量、单价等内容详细记录在信息系统和发票票面上；另一方面，要重奖鼓励消费者举报商家乱开发票，让乱开发票的商家时时处于被举报危险之中，让其不敢乱开发票。
也有网民建议，要尽快制定网络销售礼品的规范，不仅购卡实名，用卡也要实名，不仅线下实名，线上也要实名，不仅要限制单卡金额，还要限制单卡销售数目。
网民“凌国华”还认为“电子送礼”同样不是法外之地。从本质上讲，通过“电子礼品卡”等方式进行的公款送礼行为，也是公共权力出轨的表征之一，同样亟待制度约束。完善相关制度，不仅着眼于规范电子商务健康发展，而且要为权力的健康有序运行打造更严密更牢固的“制度笼子”。
博主“西风独自暖”认为，电子礼品卡火爆现象表明，虽然“八项规定”管住了官员的嘴，但只是暂时的、表象的、不稳定的，而解决公款送礼、吃喝等问题的关键还在于，彻底根治钱权交易，以权谋私。
