顾万峰介绍说，这次会议不用警车开道、不封闭道路。大会主会场、各代表团全体会议和小组会场一律不摆放鲜花和绿色植物。大会主会场外和各代表团住地宾馆不再悬挂欢迎庆祝标语横幅。代表和工作人员不得在禁止吸烟的公共场所吸烟。
