Guan Aiguo: trade zone established in Shanghai is a big opportunity for Kunshan, Kunshan needs this kind of radiation sources. Everyone is very worried about the siphon effect. As leader of the Kunshan, my colleagues and I are also very clear, (FTA) siphon effect is small, because our industrial structure is totally different. Shanghai free trade area should be attracted by the economic units to higher levels of development, but does not have such a high economic level in Kunshan, headquarters very few industry in Kunshan economic and financial center, so we have to focus on, not a siphon effect, but rather how to enhance our ability to undertake. Free trade zone, Shanghai, Kunshan industrial development orientation, we have to comply with the undertaking, but could consider it.
Kunshan, Shanghai free trade gave a foreign channel. When Kunshan, and the relatively large number of group discussions, we also encourage them to the FTA established window companies. Thanks to the free trade opportunities, Kunshan has got a lot of benefits. Since last October, we have attracted more than 10 per cent and the financial services outsourcing-related enterprises, now accumulated 40~50 Huaqiao similar enterprises, their outputs to more than 10 billion yuan this year.
Daily: deepening cross-straits industrial cooperation zone, Kunshan has been running for nearly a year, some of these policies are in line with those free trade zone, Shanghai, the former special features such as hengqin, Pingtan and sea area of policy, how now?
Guan Aiguo: February 3, 2013, the State Council formally approved the establishment of "deepening cross-straits industrial cooperation zone", I think this is a sign of another round of reform and opening up in China, 8 months earlier than the FTA, FTA to further a basis in the open, policy reform.
What we need to do first is support on both sides of the enterprise transformation and upgrading. Support of the peoples Bank, we take the lead pilot that expanded renminbi business, many of the existing monetary and financial policy innovation breakthroughs. By the end of 2013, there are 108 Taiwan-funded enterprises group to open two-way borrowing of RMB deposit accounts, bi-directional scale of borrowing reached 4.206 billion yuan.

近日，昆山张浦“经济发达镇行政改革与流程再造”项目，获得第七届(2013~2014年度)中国地方政府创新奖优胜奖。作为全国25个经济发达镇强镇扩权试点之一，昆山除了直接下放一部分县级经济社会管理权限，同时还在全国范围内率先打破了传统行政机构与事业单位的界限，将原来7个事业单位及下属机构共涉及34个单位进行整合重组，组建了8个职能机构。
昆山市委书记管爱国昨日接受包括《第一财经日报》在内的媒体采访时称，昆山目前正在探索大部门制改革，研究建立不合格公职人员清退机制，促进机构设置更加科学、人员编制更加精简、管理服务更加高效。
第一财经日报：我们了解到昆山正在研究建立不合格公职人员清退机制，具体是怎样的？
管爱国：公职人员不仅仅是公务员，包括公务员、事业单位工作人员以及岗位上的辅助人员。我们正在请组织部、纪检、监察局、人事局，共同制订一个公职人员的守则。
国家工作人员是有守则的，过去的守则我们认为还不是很细致，而且昆山还有很多新的要求，比如人少事多，而且现在有更多的改革，都会带来新的变化，所以要制订这样一个守则，凡是违反守则，不合格的要清退。不是你进来了就一劳永逸了。我们现在开除公职是很少的，也不能说你不合格转个岗就合格了，就是要清退。中央对领导干部提了高要求，整个干部队伍要加强管理。
日报：清退公职人员要何时开始实施？目前昆山的公职人员构成是怎样的？
管爱国：今年7月就要实施，现在正在做相关准备。
目前昆山的行政编制2940个，事业编制主要在教育、医疗中，加起来1.9万多个。我不知道我们是不是第一个，我们不一定要做首个，这么做是为了符合昆山经济社会稳定发展和持续发展。
日报：上海自贸区运营至今3个多月，昆山有何影响？此前昆山提到过要利用紧邻上海的优势，营造上海自贸区腹地功能，目前进展如何？
管爱国：上海自贸区的建立对昆山而言是一个很大的发展机遇，昆山需要找这样的辐射源。过去上海就是昆山非常大的辐射源，昆山的开放性经济真正受益于上海浦东开发开放，我们得到了很多资源。这一次上海自贸区的建立，我认为不亚于浦东开发开放的影响，如何突破过去的思维禁锢，突破过去的传统做法，上海自贸区可以给我们很大的机会。
大家都很担心虹吸效应。作为昆山的领导，我和同事们的认识还是非常清晰的，(自贸区)有虹吸效应但不大，因为我们的产业结构完全不同。上海自贸区应该是对更高发展层次的经济单位的吸引，但昆山不具备这么高的经济层次，总部经济、金融中心的业态在昆山很少，所以我们要重点考虑的，不是虹吸效应，而是如何提升我们的承接能力。上海自贸区有进必有出，我们要把符合昆山产业发展定位的内容承接过来，但是要考虑能不能接得住。
上海自贸区给了昆山一个对外的通道。在和昆山比较大的一些企业集团讨论的时候，我们也鼓励他们到自贸区设立窗口企业。借助自贸区的机遇，昆山已经得到了很多好处。去年10月以后，我们已经吸引了超过10家以上和金融服务外包相关的企业，昆山花桥目前累计有了40~50家类似企业，今年他们的产出可能要超过100亿元。
日报：昆山深化两岸产业合作试验区目前已运行近一年，其中一些政策也是比照上海自贸区、前海、横琴、平潭等特殊功能区的政策，目前进展如何？
管爱国：2013年2月3日国务院正式批复同意设立“深化两岸产业合作试验区”，我认为这是中国又一轮改革开放的信号，比自贸区还早8个月，为自贸区进一步的开放、政策的改革打了一个基础。
我们要做的，首先就是支持两岸企业转型升级。比如在人民银行总行支持下，我们率先开展跨境人民币业务试点，对现行货币金融政策进行了诸多创新突破。截至2013年底，已经有108家台资企业集团开设人民币双向借款一般存款账户，双向借贷规模达42.06亿元。
昆山深化试验区，国务院统一设立了一个部省际协调机制，部级单位23个，再加上江苏省人民政府，共同商量昆山试验区发展中遇到的问题。去年年底，昆山深化两岸产业合作试验区部省际联席会议第一次会议在北京召开，有一个会议纪要，其中有几十条改革的措施，包括人才引进、科技创新、工商登记，特殊商品的指定口岸等。
这些措施我们还在不断挖掘它的效能，还没有完全释放出来。相信2014年还会有更多改革红利释放出来。
