国务院总理李克强1月15日主持召开国务院常务会议，部署加快建设社会信用体系、构筑诚实守信的经济社会环境，讨论通过《中华人民共和国安全生产法修正案(草案)》。
会议认为，信用是市场经济的“基石”。加快建设社会信用体系，是完善社会主义市场经济体制的基础性工程，既有利于发挥市场在资源配置中的决定性作用、规范市场秩序、降低交易成本、增强经济社会活动的可预期性和效率，也是推动政府职能转变、简政放权、更好做到“放”“管”结合的必要条件。抑制不诚信行为，对鼓励创业就业、刺激消费、保障和改善民生、促进社会文明进步，也极其重要、势在必行。但目前信用缺失仍是我国发展中突出的“软肋”。制假售假、商业欺诈、逃债骗贷、学术不端等屡见不鲜，广大企业和公众深受其害。必须采取有力措施，切实改善社会信用状况。
会议原则通过《社会信用体系建设规划纲要(2014—2020年)》，并要求：一是全面推进包括政务诚信、商务诚信、社会诚信等在内的社会信用体系建设。政府要以身作则，带头推进政务公开，依法公开在行政管理中掌握的信用信息，提高决策透明度，以政务诚信示范引领全社会诚信建设。二是加强基础建设。制定全国统一的信用信息采集和分类管理标准，推动地方、行业信用信息系统建设及互联互通，逐步消除“信息孤岛”，构建信息共享机制，在保护涉及公共安全、商业秘密、个人隐私等信用信息的基础上，依法使各类社会主体的信用状况透明、可核查，让失信行为无处藏身。三是用好社会力量。企业要把诚信经营作为安身立命之本，切实做到重合同、守信用。发挥行业组织自律和市场机制作用，培育和规范信用服务市场，形成全社会共同参与、推进信用体系建设的合力。四是加快推动立法。把健全相关法律法规和标准体系作为重要基础性工作，列入立法规划尽快推进实施，使信用体系建设有法可依。
会议强调，建设社会信用体系是长期、艰巨的系统工程，要用改革创新的办法积极推进。要把社会各领域都纳入信用体系，食品药品安全、社会保障、金融等重点领域更要加快建设。要完善奖惩制度，全方位提高失信成本，让守信者处处受益、失信者寸步难行，使失信受惩的教训成为一生的“警钟”。加强诚信文化建设，让诚实守信成为全社会共同的价值追求和行为准则，通过持续努力，打造良好信用环境。
会议通过《中华人民共和国安全生产法修正案(草案)》。草案更加突出事故隐患排查治理和事前预防，重点强化了三方面的要求：一是强化落实企业主体责任，对重大安全隐患加大处罚力度；二是强化政府监管，完善监管措施，扩大监管范围，严肃查处监管人员失职渎职、不作为等行为；三是强化安全生产责任追究，加重对违法违规行为特别是责任人的处罚，让肇事者、责任人付出更大的代价。会议指出，安全生产事关人民生命安全和经济社会发展大局。要认真汲取用生命和鲜血换来的教训，加大执法力度，用更严格的法制筑牢安全生产防线，坚决遏制安全生产事故易发多发状况，尤其是防范重特大事故发生。会议决定，草案经进一步修改后提请全国人大常委会审议。
会议还研究了其他事项。
