　　1月14日，国家铁路局在其新近开通的官方网站发布消息，宣布启动事业单位重组设立工作——中央编办近日已批复国家铁路局，同意设立国家铁路局信息中心、国家铁路局工程质量监督中心等7家事业单位。

　　此前，国家铁路局局长陆东福在全局的工作会议上提出了2014年的工作任务，其中一项即单位组建。陆东福称，(今年要)全面完成国家铁路局所属单位的组建；加快完成地区铁路监督管理局组建，确保春运前骨干人员到位，加强春运一线安全监管；要按照中央编办的批复意见，抓紧局属事业单位改革重组，年内初步构建起与国家铁路局全面履职相适应的专业技术支撑与服务保障体系；要建立健全与各方面的协调工作机制，加强沟通交流，提高行政效率。

　　国家铁路局将在原铁道部25家事业单位的基础上，通过重组、整合、调整，设立为国家铁路局加强监管提供技术支撑，为依法履职提供专业服务，为机关正常运转提供后勤保障的事业单位。

　　国家铁路局特别提到，通过重组改革，事业单位机构人员编制大幅精简，大量事务性管理服务将积极推广政府购买服务。

　　铁路系统消息人士向21世纪经济报道记者表示，原铁道部的25家事业单位，其中包括与业务联系比较紧密的统计中心、资金清算中心、审计中心、工程管理中心等，也有铁路文工团、铁道博物馆、火车头体育工作队等非业务机构。

　　国家铁路局的初衷是把原铁道部下属的25家事业单位缩编为7家，但实际上这一工作阻力颇大。上述消息人士称，铁路总公司的想法是让国家铁路局把原铁道部下属事业单位全部接手过去；而国家铁路局的想法则是只要一些有业务能力的核心机构，对于那些“包袱”性质的外围组织则并不想接收。

　　“铁总曾经下过文，除了博物馆等三个机构外，其他事业单位全部转企，这一转变也并不困难。实际上，像铁道出版社等机构早就已经在开始企业化运作。”上述消息人士称。

　　铁总的这一举措，或将使得铁路系统出现同一领域两批人马的现象。例如铁路规划方面，铁总有一个下属的铁道部经济规划研究院，国家铁路局重组后的事业单位中也可能有类似职能的机构。

　　“原铁道部分拆之后，好像是精简了机构人员，但实际上原铁道部的人只是转企，人员并不见少，有些领域可能反而增多了。”上述消息人士称，铁路政企分开较仓促，在进行具体工作时，可能出现越改人越多、职能划分不清的问题。
