  此前报道称,一份中纪委、公安部、监察部和审计署的官方统计,截至2007年11月30日,全国三十一个省(自治区)、直辖市党政机关、国有部门,公务车共5221755辆。这些车一年共消耗大约4000多亿元。


  在机关之外,国企的公务车有多少?这个数字却一直没有明确的官方说法。昨日,监管中央企业的国资委的相关负责人对新京报记者表示,没有相关统计数据。


  监管部门频发相关规定


  作为国有企业负责人的职务消费之一,国有企业的公车消费一直是重点监管项目。近年来,国资委、财政部、监察部、审计署等部门在多个规范央企领导职务消费的文件上都对此予以了规定。


  新京报记者查阅统计发现,自2007年起,见诸主管部门官方网站以及《人民日报》、新华社等媒体的相关规定约有六个。


  这些“规定”、“指导意见”大多规定了“亏损企业不得购买、更换”公车,以及“不得超标准”购车,但这些规定多数未列出具体标准。


  有些规定则“只闻其声不见其人”。以2011年开始见诸报端的《中央企业负责人公务用车管理暂行规定》为例,据《人民日报》、新华社等媒体报道,该规定由国务院国资委颁布,但相关报道均未披露其中细则。


  昨日新京报记者未在国资委官方网站上查到该文件。记者在百度文库中查到的一份该文件的影印本显示该《规定》有如下内容:“企业应按照不超过1人1辆公务用车的编制。企业主要负责人配备排气量2.5升(含以下)、购车价格(不含车辆购置税)38万元以内的轿车;企业其他负责人配备排气量2.0升(含)以下、购车价格(不含辆购置税)28万元以内的轿车……”


  不过上述内容并未被核实,截至发稿,新京报记者未能从国资委相关部门核实到该内容。

  “监管资金方能有实质改变”


  在昨日北京市政协会议经济组小组会上,北京市政协委员、王府井百货名誉董事长郑万河对新京报记者表示,国企公车只是国有资产监管缺位的一个表象,其内在在于许多国企并没有形成一个完善的资金流向监管机制。

  东航十年前已开始车改

  淮北矿业“不敢换车”


  淮北矿业集团是安徽省一家地方经营煤炭化工的大型国有企业,2013年在国内煤炭企业排名18位。


  昨日,集团内部一位长期从事车务管理的人士对新京报记者表示,煤炭业近年来不景气,加上八项规定出台,去年开始集团在公车管理上的费用已趋紧。


  上述人士介绍,前几年煤炭市场火爆的时候,集团内部公车费用都很“粗放”,很多管理层的车都“超标”。


  “公司去年出台规定,明确不准再购置新车。八项规定出来谁也不敢明目张胆违规。想喝酒不敢喝,车子再破再烂也不敢换。”同时该人士也表示,集团目前没有明确要削减公车总量、拍卖公车等。“公车费用仍然属于企业内部支出,管理政策由企业自行决定。”

  为“保密”中航考虑增车


  中航工业集团宣传部门负责人昨日表示,在2003年,中航工业进行了车改,仅保留少量公务用车。2012年,按照国资委的规定,集团对公务车作了进一步规范。但在制度执行过程中,由于公务车太少,一些单位也出现了使用出租车等社会交通工具携带国家秘密,造成泄密事件发生。为此,中航工业集团也在评估有关车改政策,考虑适当增加特殊公务用车,以保证国家秘密安全。
