射阳成立工作组开查抱婴案
2014年1月8日，本报报道的“江苏盐城镇计生办抱走女婴，市妇联介入调查”一事又有新进展。
记者从盐城市射阳县民政局及女婴生父陈华局处获悉，针对此事盐城市、射阳县主要领导分别作出批示，要求有关部门妥善处理。
目前，射阳县已经成立由县民政局、计生委、信访办及海河镇政府四部门人员组成的工作组，对此事展开调查。
工作组成员、射阳县民政局纪委书记戴启荣向《法制晚报》记者表示，工作组方面已经和陈华局夫妻及家人调查了解当年女婴被抱走事件经过，并已将调查报告上报给县委督查办，后续工作将按照上级部门要求开展。
家属反馈政府派人了解详情
1月8日，本报用两个版篇幅报道了陈家寻女及遭遇法律“交锋”的困境，引起社会广泛关注。
陈华局告诉记者，本报报道后，1月9日晚上，海河镇政府有关领导约见陈华局，透露当天上午，盐城市主要领导专门针对陈家寻女一事作出重要批示：要求认真妥善处理好此事。陈华局表示，镇政府领导同时透露，市里主要领导作出批示后，射阳县主要领导也要求海河镇做好相关工作。陈华局称，镇政府领导当晚表示，找到孩子下落是首要目标。
1月11日，陈华局告诉法晚记者，当天下午，射阳县民政局有关领导约见了他和妻子，详细询问了孩子当年被抱走以及目前寻找孩子下落的全部情况，并进行了记录。“民政局领导说，县里已经专门针对此事成立了工作组。”陈华局说。
记者追访当地四部门成立联合工作组开展调查
在从陈华局处了解到相关情况后，1月14日，记者向海河镇政府有关领导、射阳县民政局进行了求证。
一直出面和陈家协调处理此事的海河镇政府王副镇长向法晚记者表示，他不便就此事接受采访。
射阳县民政局纪委书记戴启荣则证实，的确已就此事成立专门的工作组展开调查。据戴启荣介绍，根据市、县主要领导批示，射阳县成立的工作组由县民政局、信访办、计生委及海河镇政府4个部门组成。
戴启荣证实，工作组已经和陈华局夫妻进行了沟通，还去陈华局父母家向两位老人了解情况。初步的调查报告已经上报到县委督查办，下一步工作如何开展，需要等待上级统一部署。
最新进展 家属再次吃了闭门羹
1月15日中午，陈华局前往东台社会福利院。这次和他一起前往的，还有此前就已经介入调查协调此事的盐城市妇联权益部有关负责人。1月15日傍晚，陈华局告诉记者，去福利院时，盐城市妇联权益部还请了一名律师同行，还有江苏的记者。
据陈华局介绍，抵达福利院后，此前曾和陈华局多次见面的该福利院姚副院长拒绝接受记者采访，也没有和陈华局、盐城市妇联权益部有关负责人就陈家寻女一事进行沟通。福利院另一位负责人以正在老年公寓开会为由，没有会见陈华局等人。
“我们中午从盐城市区出发前，妇联权益部的杨部长就已经和福利院方面打过电话说要过去了，结果他们还是不见。”陈华局说。
事件回放 夫妻“非婚生女”14年前被镇计生办抱走
今年46岁的陈华局，是盐城市射阳县海河镇三河村人。1996年，20多岁的陈华局因涉嫌刑事犯罪“躲”到苏州，其间认识了在工厂上班的同乡女孩唐海霞。两人于1998年6月生下一个女婴，起名陈佳敏。陈华局说，当时唐海霞只有18周岁，没达到法定结婚年龄。
为了将来能够坦然面对女儿，陈华局决定自首。1998年10月，他和妻子带着刚出生不久的女儿返乡。回到老家当天，陈华局就去派出所自首了。之后，他被判刑一年，抚养女儿的重担落在18岁的唐海霞和陈华局父母身上。
在陈华局服刑期间的1999年5月10日，到亲戚家串门儿的唐海霞和孩子被人强行带走。唐海霞说，对方告诉她，孩子是“非婚生育”的，违反政策，要被送走。
由于担心性格冲动的陈华局再犯罪，家人商量后将女婴被抱走的真相隐瞒，只告诉陈华局孩子“夭折”了。2012年下半年，陈华局从母亲处得知真相，随即走上了艰难的寻亲路。
2013年末，盐城市妇联权益部介入调查协调，但均在福利院方面吃了“闭门羹”。福利院方面仅透露孩子是被江苏南通海安县人领养，但一直拒绝透露全部真实情况。
