云南日报今日全文刊发《中共云南省委关于贯彻落实<中共中央关于全面深化改革若干重大问题的决定>的意见》(以下简称《意见》)，全文约2万字，结合云南实际，提出了69项意见。
《意见》指出，35年来，我省坚定不移地走改革开放之路，云岭大地呈现出繁荣发展的大好景象。但是，云南目前正处于“翻两番、增三倍、促跨越、奔小康”的爬坡阶段，集“边疆、山区、贫困、民族”四位一体的基本省情，发展不充分、不协调、不平衡、不可持续的现实省情，发展潜力巨大、特色突出、优势明显、前景广阔的发展省情没有变。同时，我省存在着思想解放不足、市场化不足、利益固化触动不足、发展条件不足、体制机制创新不足、进取精神不足等“硬骨头”。唯有通过全面深化改革，才能破解这些难题。要牢固树立进取意识、机遇意识和责任意识，勇于担当全面深化改革的历史重任，坚决摒弃僵化落后的思想观念、突破利益固化的藩篱、消除体制机制弊端，确保打赢全面深化改革这场攻坚战。
《意见》明确，成立全面深化改革领导小组，负责改革工作的总体谋划、统筹推进、组织协调、督促落实。下设专门工作机构，负责领导小组日常工作。各州(市)、县(市、区)党委也要成立领导小组。各级党委要充分发挥统揽全局、协调各方的领导核心作用，切实履行对改革的领导、督促、检查责任。

确定昆明主城区落户条件 全面放开小城市落户限制
深化户籍制度改革，全面放开建制镇和小城市落户限制，进一步放宽州(市)政府所在地城市落户规定，合理确定昆明市主城区落户条件。建立财政转移支付同农业转移人口市民化挂钩机制。强化农民进城权益保障，探索政府、企业及个人共同参与的农业转移人口市民化成本分担机制，稳步推进城镇基本公共服务常住人口全覆盖。推进农民进城就业、教育、培训、卫生、社会保障、住房租购等相关配套制度改革，创建农民融入城镇的制度环境。对吸纳农业转移人口较多城镇的公共服务能力建设给予必要支持，对吸纳人口多、经济实力强的镇，可赋予同人口和经济规模相适应的管理权。
完善滇中城市经济圈一体化建设体制机制
完善滇中城市经济圈基础设施、产业发展、市场体系、基本公共服务和社会管理、城乡建设、生态环保一体化建设体制机制，推动跨行政区的资源整合与生产要素优化配置。建立政府、企业、社会组织多层次交流协商制度，以体制机制创新释放发展动力、规范竞争秩序、平衡利益关系。制定发布滇中城市经济圈一体化发展总体规划。推进滇中产业聚集区管理体制和运行机制创新，落实管委会省级行政审批管理权限。

以增强省级教育统筹为重点，制定综合改革方案。大力促进教育公平，完善家庭经济困难学生资助办法，保障各类特殊群体平等受教育机会。统筹城乡义务教育资源均衡配置，实行公办学校标准化建设，对连片特困地区义务教育乡村学校教师给予生活补助。开展校长教师交流轮岗、县聘校用，实行学区制和九年一贯制对口招生，不设重点学校和重点班，破解择校难题，标本兼治，切实减轻学生课业负担。构建利用信息化手段扩大优质教育资源覆盖面的有效机制。深化义务教育经费保障制度改革。以办好优质高中为龙头，引导和带动县域基础教育全面发展。加快现代职业教育体系建设，强化就业为导向的技能人才培养机制，深化产教融合、校企合作，健全政府主导、行业指导、企业参与的办学机制，成立行业职业教育指导委员会。加快现代大学制度建设，创新高校管理和人才培养机制，坚决扭转重科研轻教学、重学科轻育人的评价导向和制度设计。实施分类指导，完善财政拨款体制，提升高等教育国际化合作水平，支持建设高水平大学。推进省部共建高等院校。积极推进学前教育、特殊教育、继续教育改革发展。支持民族教育发展，完善双语教学，培养更多少数民族人才。

坚持社会统筹和个人账户相结合的基本养老保险制度，健全多缴多得激励机制，完善基本养老保险金省级统筹，研究基础养老金全国统筹。推进机关事业单位养老保险制度改革。整合城乡居民基本养老和基本医疗保险制度。推进城乡最低生活保障制度统筹发展。建立健全合理兼顾各类人员的社会保障待遇确定和正常调整机制。完善社会保险关系转移接续政策，强化城乡、区域、行业之间社保制度整合衔接，推进管理服务一体化。扩大参保缴费覆盖面，适时适当降低社会保险费率。扩大对农村居民、非公经济职工、灵活就业人口、城镇失业人员的基本养老保险、基本医疗保险的覆盖。试行渐进式延迟退休年龄政策。健全符合省情的住房保障和供应体系，加快危房和棚户区改造，加强保障性住房建设和管理。完善公积金管理办法，探索市场化运营机制，确保保值增值。
