为了快速推广4G,中移动在最近一个月时间内动作频频。先是在广州宣布了2014年建设50万个基站的庞大计划;同时,为了在4G时代转变形象,中移动还正式发布了全新的商业品牌“和”。

不过,据记者走访发现,目前用户们普遍还是认为4G资费偏高。很多人评价4G套餐还没有4G的感觉,在流量以“G”而非以“M”计算的4G时代,用户们期待流量资费在未来能更加合理。



终端大品牌齐备


随着苹果iPhone的加入,中移动近年来在手机终端上的弱势终于宣告结束。


过去3G时代,中移动在TD-SCDMA发展初期已经饱受过终端匮乏的困扰,不少用户因为TD终端不成熟而转投其他运营商。特别是联通和电信相继和苹果达成合作之后,借助iPhone挖走了不少中移动的高端用户。


直到近两年,TD-SCDMA终端的发展才逐步赶上。去年底在广州的合作伙伴大会上,中国移动董事长奚国华介绍说,中国移动2013年全年TD-SCDMA终端销量预计会突破1.55亿部,全年TD终端入网款数超1000款,超过30款TD终端销量超百万部。


另外,TD终端产品合作伙伴数量从2012年的306家增至400家,TD终端产品款数占比则由25%提升至60%。


基于这些数据,中移动在4G开启初期向产业链许诺,预计2014年TD终端销售能达到1.9亿-2.2亿部,其中TD-LTE终端的目标要超过1亿部。由此号召产业链抓紧投入,快速推出4G手机。


单TD-LTE 4G终端的出货量就要超过1亿部,这显然不是一家厂商能够完成的。中移动对于不同的合作伙伴都有不同的定位。比如定位于高端的苹果,以及其他高端品牌如三星、索尼、HTC等。另外还有众多国产品牌覆盖不同价位区间。


奚国华也表示,“现在市场是多元化的,市场是多层次的,1.9亿的终端市场市场不可能是一家终端企业的。”


据记者了解,目前一线手机厂商全部都已经推出了适合中移动TD-LTE网络的4G手机,希望第一时间争夺市场。


比如三星在去年底就推出其旗舰机Galaxy Note3以及S4的TD-LTE版本。更早之前,在中移动4G网仍处于扩大规模试验阶段,三星还推出了Note2的TD-LTE版。


今年1月,索尼针对中国市场发布了6英寸屏的Xperia T2 Ultra 4G移动版,也支持中移动的TD-LTE网络。索尼移动大中华区总裁黄国强表示,索尼移动已连续推出了四款与本土运营商合作定制的4G智能手机。


另外,HTC近日也宣布,其早先发布的中移动4G版的HTC One max持续热销,近期甚至在一些卖场出现卖断货的情况。


此外,中华酷联等本土品牌早就表态要借助4G换机潮,为国产手机争取更大的市场份额。比如,在今年CES期间,华为就发布了6.1英寸大屏,4050mAh超大电池容量的Ascend Mate2 4G。酷派等厂商也提出今年一季度就要推出千元4G手机。


虽然从绝对数目上来说,目前4G手机的量还不算大。但是,中国移动终端公司总经理何宁曾预计说,“TD-SCDMA手机在明年一二季度还有相当的量,但是明年下半年,TD-LTE手机会全面超越TD-SCDMA。”


资费仍是瓶颈


一方面大力建网,一方面推动手机厂商发展终端,中移动筹谋多年的4G终于进入实战阶段。不过,要让普通消费者都用上4G,除了网络和终端,还有一个最重要的制约因素,那就是资费。


以iPhone套餐为例,从中移动目前公布的情况来看,合约计划总体还是稍贵。最低一档入门级的套餐月消费为138元人民币,包含600M流量,以及500分钟通话时间。其他6档套餐的月费分别为158、188、268、368、458、588元。


最高月消费588元的套餐包含5GB流量,以及4000分钟语音通话时间。套餐外语音0.19元/分钟,套餐外流量0.29元/MB。


在发布iPhone之前,中移动还公布了4G的全国统一资费方案。从流量、语音通话、短彩信三个方面提出了不同的套餐价格,消费者可以自己从三大项中自由组合选择。


以流量为例,包含从40元400M,到280元10G的7档不同方案。语音则包括从48元200分钟,到408元4000分钟的不同选择。短信、彩信也各有三档不同的套餐。


中移动4G资费方案最大的变化在于取消了长途漫游,而采取长市漫统一的语音通话价格,这一点上学习了联通在3G资费上的做法。另外一个特点就是,消费者可以自由组合,选择自己需要的流量、语音、短信数量。


不过,作为4G套餐来看,不少消费者还是希望数据流量的成本能更低。根据韩国等4G发展较早的国家的经验,4G时代消耗流量最多的主要是视频类应用。流量将真正进入以G为单位计算的时代。


理论上4G的下载速度比一般家庭用的固网宽带还要快,很容易就用掉了上G的流量。所以用户们还在期待中移动的资费策略能更加给力。
