张全昨日接受采访时称，在众多环保部门今年的工作内容中，位列第一的清洁空气行动就是针对雾霾的，这项行动力度很大。
环保投入绝对值逐年增
据张全介绍，1月7日，长三角联防联治机制已经正式启动。治理空气，目前已经出台了三个办法：一是，对于短时间内暂时不能缓解的雾霾，在重污染时要采取应急措施，启用预案。二是，长三角联动机制已启动。三是清洁空气行动计划。

张全坦言，从2007年上任环保局局长后，压力一直很大。“基层工作者也一样。有时也会苦闷地说，为什么大家努力了，有关空气等污染的社会反响却越发激烈。”但他强调，“近两年，上海每年都有700亿元左右的市生产总值投入，处于全国上游水平。”实际上，在昨日的小组审议中，便有代表提出政府工作报告中，2014年“环保投入相当于全市生产总值的比例保持在3%左右”，这一说法是否意味着市级层面对环保治理的力度没有加强。对此，张全解释说，由于全市生产总值在逐年上升，因此，环保投入的绝对值也在增加。
三元催化器或两年一换
在张全看来，治理PM2.5的本质在于调整能源结构。“我们出台末端治理的政策，但这些政策对空气改善的影响空间越来越小。”关闭重污染排放单位，限制渣土车上路，这些政策在实施两三年后，其能起到的效果将越来越有限。张全表示：“最终要依赖的，必然是结构调整。但这又涉及社会诸多层面，因此困难重重。”
在采访中，张全还透露，出租车已成小汽车家族的排放“大户”，“要想办法减少这部分排放量。”张全说，加快出租车三元催化器的更换频率将会是比较可行的办法。“以往，出租车的三元催化器五年至八年更换一次。未来，我们希望缩短这一年限。或许两至三年更换一次。”张全同时提及，价值1000余元三元催化器的更换成本，不能转嫁给乘客或出租车司机。因此，会出台相应的补偿政策。“交通部门已经在研究相应的细化方案。”
