  上海市十四届人大二次会议昨日开幕,市长杨雄作政府工作报告,提出今年全市经济社会发展的五大主要目标和八个方面的重点工作。明确提出“生态环境进一步改善,环保投入相当于全市生产总值的比例保持在3%左右,主要污染物排放量削减率完成国家下达目标”。

  环保一号行动瞄准雾霾

  张全昨日接受采访时称,在众多环保部门今年的工作内容中,位列第一的清洁空气行动就是针对雾霾的,这项行动力度很大。


  环保投入绝对值逐年增

  三元催化器或两年一换

  在采访中,张全还透露,出租车已成小汽车家族的排放“大户”,“要想办法减少这部分排放量。”张全说,加快出租车三元催化器的更换频率将会是比较可行的办法。“以往,出租车的三元催化器五年至八年更换一次。未来,我们希望缩短这一年限。或许两至三年更换一次。”张全同时提及,价值1000余元三元催化器的更换成本,不能转嫁给乘客或出租车司机。因此,会出台相应的补偿政策。“交通部门已经在研究相应的细化方案。”
