龚亚立被调查的消息，已在江西官场流布有时。有消息人士甚至称，龚亚立在被调查期间，出现了“个人意外”。不过2014年1月17日，一位受访的南昌市政府相关负责人对21世纪经济报道记者表示，龚亚立是在一个月前，确被江西省纪检部门带走调查；但对于龚已发生“个人意外”之说，该负责人予以明确否认。
生于1962年9月的龚亚立，为江西省九江市瑞昌人。1999年至2006年间，历任南昌市建委副主任、南昌市市政公用事业局局长、南昌市城市管理行政执法局局长等职。2007年1月，转任南昌市建委主任；同年6月，兼任南昌市政府副秘书长。2011年9月，江西省委任命龚亚立为南昌市红谷滩新区工委书记。
1月17日南昌市红谷滩新区官网“新区领导”栏内显示，龚亚立仍是新区工委书记，主持新区党工委全面工作。
该新区多位官员对21世纪经济报道记者说，龚亚立已不在红谷滩新区上班，其被调查的原因，组织上还没有传达。
对于龚亚立被调查的原因及“个人意外”，21世纪经济报道记者向江西省纪委求证，暂未得到明确回复。江西省纪委一位主要领导说，“有消息我们会向社会发布”。
亦有人士称，龚案或与2013年12月“落马”的江西省人大常委会副主任陈安众案有关。但从履历上看，龚亚立与陈安众并无交集。唯一的“相近”仅仅是2006年11月-2008年11月，陈安众曾任九江市委书记之职。
龚亚立任职的红谷滩新区，常住人口约40万，区域面积175平方公里，被定位为江西省会南昌的“新行政中心、新商务中心、新文化中心、新生活中心、新商业中心和新休闲中心”。2000年7月11日，该新区正式启动开发建设，2001年底行政中心竣工后，南昌市委、市人大、市政府、市政协、市纪委等部分党政机关即迁入办公。红谷滩新区工委、管委会，为南昌市委、市政府派出机构，2009年，江西省编办批准为副厅级建制。
来自红谷滩新区财政局等部门的数据显示，2012年，该新区地区生产总值实现88.93亿元，财政总收入完成32.98亿元，一般预算收入17.11 亿元。2013年，财政总收入完成45.51亿元，大增38%；一般预算收入22.71亿元，同比也增长了32.77%。
