环保执法“自由度”年后公布
“大气治污条例”将定罚则裁量标准 处罚“上不封顶”
本报讯 (记者白冰)昨天，市十四届人大第二次会议举行第二场新闻发布会，针对此次提交人代会审议的三项法规，市人大常委会有关部门、市环保局的主要负责人对热点问题进行回应。
市环保局副局长、新闻发言人方力介绍，针对大气污染防治条例，市环保局将进一步细化相关的配套制度，春节后即将出台自由裁量权细则。北京遭遇的多是从远处过来的“海浪式”污染。
重污染1天年均浓度多1微克
方力介绍，空气重污染有两种状况，一种是污染从远处来的“海浪式”的，一种是城市中心区污染排放厉害了，随之向周边扩散的“草帽式”的。而北京遭遇的重污染多数都是“海浪式”的，“污染从南部过来，随后到城中心，然后继续飘向北。”
“我大概算了一下，北京出现重污染1天，就等于给PM2.5年均浓度贡献了1微克。”方力说。
根据环保部确定的空气质量评价方法，当空气质量指数(AQI)达到200以上即重度污染以上时，就是重污染天气。
方力介绍，北京2013年PM2.5年均浓度为89.5微克/立方米，这次政府工作报告提出，2014年的空气治理目标是PM2.5年均浓度下降5%，也就是4.5微克。
“如果我们除夕放鞭炮对PM2.5贡献比较大，就能让年均浓度多1微克。”方力表示，其实春节放烟花对全年的浓度影响很大，如果不放，可能就会让PM2.5年均浓度少1微克。
自由裁量权标准正在修订
大气污染防治条例若审议通过，在具体执行上还需要一系列细化的配套制度，其中就涉及环保部门的执法问题，方力表示，目前正在修订自由裁量权标准。
方力介绍，自由裁量权的修订会考虑几个因素，一个是企业的规模大小，即排污单位的大小；第二是掌握该企业的排污总量和排污情况；第三要考虑的，是企业超标排放的程度。
“其实现在有一个现行的自由裁量权标准，我们会在此基础上进行修订，不断完善。”方力指出，在今后的执行过程中，处罚一定会公开、公正，每处罚一例，包括处罚的额度在内，都会面向社会公开。同时，环保部门在执法中，也随时接受社会公众的监督。
轨道平谷线研究四方案
一是经过顺义地区 一是过京平高速 一是过京秦高速 远期规划方案或经过河北燕郊
本报讯 (记者陈斯)今天上午，市规划委副主任周楠森等相关人士来到平谷团，接受了市人大代表对区域轨道交通的咨询。
规划专家向代表们展示了平谷线的四套研究方案，一个是经过顺义地区的方案，一是过京平高速方案，一是过京秦高速方案，还有一套为经过河北燕郊的方案。
平谷团的代表们与规划部门的专家们进行了激烈的讨论，希望平谷线能尽早开工。规划专家认为过顺义方案以及过燕郊的方案更加可行。
其中，过顺义方案根据初步方案，平谷线沿顺平路经张镇、杨镇、南彩至俸伯与15号线换乘，经过顺平东路至通顺路，与S6线平行，在工业区站形成双岛四线车站，形成互通条件。四线并行至李桥后至国门商务区，沿机场二高速、亮马河快速路至星火。全线长度69公里，设站12座。
同时，规划专家认为过燕郊的方案则可利用既有铁路，节省成本。根据平谷线远期规划方案，从平谷至北京东站线路长度59公里，设站7座，平均站间距约9.8公里，新东站至北京站约20公里。考虑京秦铁路增加至北京站的正线数量，平谷线可以利用京秦进入北京站，但北京站能力紧张。
京沈客专进入星火后空余出北京站的部分能力，北京站至新东站的能力会有部分富余，也可以满足部分车次进入北京站。
根据规划方案，平谷线远期将从位于通州新城核心区内的新北京东站为起点，并在该站与规划S6线具备换乘条件，经过6号线二期新增设的会展中心站后，将向东进入河北的燕郊、大厂县地区，并在大厂县站预留与蓟港铁路接轨条件。之后从大厂县站向北经过马坊、马昌营至平谷。
对于代表热切希望平谷线走京平高速的方案以及期盼平谷线开工的意见，市规划委相关负责人回应，线路走向要考虑通州区带动作用以及建设时序问题等。
