1987年出生的蔡云，今年26岁，是贵州省黔东南三穗县人。
这一天的生活，和往常一样平淡开场。唯一的区别，是这天上午他要和妻子一道驾车前往离三穗县城120余公里外的黔东南州首府凯里市，为刚花几十万元买回的轿车上牌照。
出发前夕，蔡云接到一个改变他后半生命运的电话。
来电话的，是蔡云同县的同族人蔡芳(化名)。今年40余岁的蔡芳，和蔡云有一个同样的爱好——玩滚地龙。
滚地龙，传入黔东南一带已有十余年历史，是比较常见的赌博方式。其道具由一个超级大盒子和三个大骰子组成。盒子敞开摆放成梯形状，三个骰子成平行状从盒子顶端滚到盒子底部。起初，滚地龙的骰子上刻鱼、虾、鸡、蛇等动物图案，赌客猜动物决定输赢。经入乡随俗改变，如今滚地龙三个骰子上的动物，已换成1-6数字，以三颗骰子点数大小押注定输赢。下注金额由庄家的赔付能力决定，可十元，也可上十万元。

通缉要犯
爆炸发生后不久，凯里市警方就赶到现场。现场伤亡人数的飙升，也加速了公安部、贵州省公安厅的介入。
在爆炸案件发生的次日，“1·13”爆炸专案组就对外公布，已刑事拘留8名犯罪嫌疑人，其中3人自首。
14日，贵州警方又发布协查通报，通缉一名叫吴波的贵州施秉籍男子，并称其有重大作案嫌疑。
案发后，早报记者找到吴波的母亲、朋友以及女友家人，在他们眼里，1979年1月1日出生的吴波其实很聪明，也曾是施秉县药材种植大户和养羊大户，但缺点就是好赌。
吴波染上赌博，母亲邓木金的印象里是“很久，很久了”，这和他年少时坎坷经历有关。
原本，吴波一家四口其乐融融。他的母亲邓木金是施秉县一乡镇小学的教师。吴波在7岁那年遭遇变故，父亲突然因病去世。
早年失去父亲的吴波，得到了另一种方式的补偿。母亲邓木金经人介绍，再嫁给一王姓回施秉探亲的台湾人。邓木金为二婚丈夫怀上小孩不久，比她大10多岁的二婚丈夫却突发心脏病过世，留下一笔数目可观的遗产。
吴波最要好的朋友陈奇(化名)说，吴波家的经济条件，从那以后就变得很好。吴波家在城里买了两块地，并在城区修了一幢5层高的楼房。
而后，稍大一点的吴波决定去学开车。在儿子拿到驾照后，邓木金掏钱给他买了一辆二手货车，年轻的吴波开始跑长途运输，由此进入社会。

吴波被警方视为爆炸重大嫌疑人，但无论是邓木金还是陈奇，他们都说：吴波不像爆炸凶手。
陈奇说，在爆炸发生的前一天上午，吴波还曾给他打过一个电话。

“吴波这样稍微有点钱的，只是一般的小堂主，真正的大堂主，黑白两道都有关系，并且也很有钱。”
庞煌说，堂主扮演的角色，主要负责选择赌博场所、提供赌博工具以及保证赌博场地的安全等。其中最重要的是维护关系和招揽赌客，这是他们收入的基本保障，然后堂主们按比例对当天收入多少进行分成。
在赌场上，还有不在组织架构内的高利贷发放人员，他们一般不会参与赌博。早报记者从多个信息源处了解到，黔东南一带赌场高利贷的利息一般是5%~10%，一万元每天的利息高达500-1000元。
庞煌说，这样的高利贷，一般人基本还不起。有的变卖房产还债，有的选择外逃躲债，也有选择自杀或同归于尽的，搞得家破人亡。他印象最深刻的，是黔东南天柱县一个40余岁搞长途汽车的老板，原本很有钱。2012年开始赌博，输了800多万元，还欠了数额不详的高利贷，卖了房子、车子，仍还不清债，老婆又闹离婚。半年前，这个人选择了自杀，用剪刀自残时被父母发现，才免于一死。
除此之外，像老山村这样的赌场由于地处偏僻山坡，赌场组织者还需专门招募放风者、提供负责运送赌客的面包车等。
赌场生存法则
在黔东南开设老山村这样的滚地龙赌场，原始成本是极其低廉的。只需在偏僻的山里找到一块平地，用木棒和防雨布搭一个棚子，然后买3个骰子、自制一个约2米宽、8米左右长的木匣子即可开工。但开设过赌场的庞煌解释说，除了这些显性成本外，还得学会一套赌场生存法则。
首先，有关系是必要的，如果没有关系，根本不可能开设赌场。并且关系不硬，即便赌场开起来了，生存也比较困难。庞煌说，如果能够跟当地派出所、乡里、村里关系特别好，你的赌博场地可以选择在交通方便的山坡里。关系不好，场子的位置就会特别偏僻。
其次，赌场堂主还得学会打点关系，需要打点的关系，包括公安局、派出所、政府和当地“黑道人物”。如果打点不周，警察会经常抓赌、“黑道”会闹事。
蔡云之所以愿从三穗县驱车前往凯里龙场镇参赌，缘因老山村赌场很安全，他从未遇到警察查处。
有过打点经验的庞煌说，赌场在各个层面都有需要打点的人物，每天，他们按获利多少，直接抽取资金送过去。
庞煌以他自己的经历举例说，他所开设的赌场，每天可获利10万-20万元。其中，如果获利在10万元左右，就会用1万元去打点，而达到20万元时，则送2万元。“他们也不会要太多，它要保证你的堂子能够开下去。”
早报记者从一了解凯里政情的人士处了解到一个可印证的事实是，赌场爆炸案件发生后，1月15日晚，凯里市公安局局长杨志荣已被停职，以“严打犯罪、严管队伍”闻名的黔东南雷山县县委常委、政法委书记巫贵生被紧急调往凯里，任凯里市公安局党委副书记、副局长，主持工作。同时，龙场派出所所长、龙场镇镇长则被免职。
再掀禁赌风暴
早报记者从知情人士处了解到，吴波虽已归案，但“1·13”赌场爆炸的真正凶手仍在调查之中。
爆炸疑云虽未散去，但一场为期一年的严打赌博违法犯罪专项行动已在贵州全省开启。从表面上看，这场打赌行动非常严厉：不仅凯里市市委书记、市长亲临一线打击赌博，而且凯里市所有的麻将馆一律关闭，酒店、饭店麻将包房一律清理。
凯里打击赌博，最近几年也时有行动。比较典型的一例是在2012年5月17日，凯里一个市民曾在网上给黔东南州时任州委书记的廖少华留言，称其哥哥迷上了赌博，短短两个月输了几十万，搞得妻离子散。
凯里市政府当年回复该市民称，已经对存在赌博活动的动漫城进行突击检查，并依法销毁了赌博机38台。但凯里的赌博并未得到遏制。
此后，这个市民又给省政府主要领导留言，他的消息被转至贵州省公安厅。时年8月26日，黔东南州公安机关在凯里市共查处涉赌的动漫城16家，查封涉赌游戏机502台，刑事拘留3人，行政拘留44人。
略微有些讽刺的是，在爆炸发生前一个月，凯里警方还曾在2013年12月18日对地下赌博窝点开展集中专项整治行动。行动当晚，抓获开设赌场人员7名，查获参赌人员57人，收缴赌资217336元，但这未能阻止爆炸的发生。
“1·13”爆炸事故发生后，凯里市1月15日召开全市领导干部会议。凯里市委书记黄远良在会上认为，“1·13”案件暴露出“对地下赌博窝点的管控不严，排查不力，打击不严，基层党委、社区管理不到位”等问题。
黔东南州委书记李飞跃，在1月14日召开加强社会管理严厉打击赌博专项行动紧急会议并要求，把禁止赌博工作列入社会治安综合治理的重要议事日程，确保人员、经费措施和督促“四到位”。要加大对国家公职人员参与赌博、渎职失职等的惩处力度，严厉打击黑恶势力和“保护伞”。
同时，黔东南还研究制定《关于严禁参与赌博的意见》、《关于依法严厉打击赌博“保护伞”的意见》、《关于禁赌工作中干部渎职行为等的处罚意见》等相关机制，重典治吏，坚决铲除为赌博违法犯罪活动提供“保护伞”的害群之马。
对于这场来势汹汹的打赌行动，已对过往“查而不禁”感到麻木的出租车司机老孟说，“希望这次不是走过场。”
