目前，这起爆炸事故的具体实施者及动机还未被公布，但官方通报显示，此次爆炸与赌博有明显关联。
刘非说，参与“滚地龙”的赌客大多是社会的中下层人员，“好赌、妄想一夜暴富，本身却并不富裕。”刘非曾和“堂主”朋友们讨论，他们认为此次爆炸或为输惨了的赌徒报复。
刘非说参赌者男女老少都有，他见过最年轻的不过16岁，最年长的人已经60多了。
在赌博现场，围观者站在外围，下注者直勾勾盯着骰子，骰子滚落的一刻，押大的人大声喊“大”，押小的人喊“小”，仿佛在较量分贝大小。骰子落定，短暂平静后，又爆发出骂声和欢呼声。
小赌客孟超说：“玩滚地龙的十个有九个债台高筑。”
刘非曾是矿主，2008年开始赌博，三个月间输了上百万。他借了130万元高利贷，变卖房产及汽车后，仍然债台高筑。不得已，他逃到外地三年才敢回家。
刘非一个朋友欠了5万元高利贷，还不起月息，曾被放高利贷者抓到宾馆殴打。
“还不起赌债的人，只有三条路可走：跑路、自杀或者杀人。”刘非说。“这种赌博游戏本身就是一颗炸弹，随时可能爆炸。”
专项行动打击赌博
在凯里，赌博盛行多年，但此前一直“查而不禁”
爆炸案后，当地秩序很快恢复，一切如常。死者方辉及王蕾钧的家属说，15位死者尸体大多已于近日火化，家属获得了2万元安葬费。
记者梳理资料发现，在凯里赌博盛行多年，但一直“查而不禁”，某种程度助长了这一恶行。
爆炸案前最近的警方行动在去年12月中旬，距爆炸仅20多天。凯里警方称，针对群众反映强烈的地下赌博窝点问题，黔东南州、凯里市两级公安机关，开展集中专项行动。
但成果有限：警方共收缴赌资21万元，抓获、查获7名组织者和57名赌博人员。
在凯里所在的黔东南州，去年底据警方统计，“地下六合彩”一年内投注额超过了1亿元。
2012年5月，凯里一位市民在网上给时任黔东南州委书记廖少华留言，称其哥哥迷上了赌博，短短两个月输了几十万，搞得妻离子散。
当年6月，凯里市政府回复该市民称，已经对存在赌博活动的动漫城进行突击检查，并依法销毁了赌博机38台，但其后该市民称，凯里的赌博并未获得遏制。
该消息后被转至贵州省公安厅，8月，黔东南州公安机关在凯里市共查处涉赌的动漫城16家，查封涉赌游戏机502台，刑事拘留3人，行政拘留44人。
爆炸后，凯里正在掀起一场史无前例的“严打赌博犯罪”行动。
据新华社报道，凯里市政府近日对各村寨进行地毯式排查。15日至18日，凯里市共关停涉赌场所149家，查处涉赌人员68人，收缴各类赌博机具485台。
此外凯里市各乡镇、街道均成立禁赌专项整治行动领导小组，成立行政村禁赌协会，层层签订《禁赌责任书》；在各个村、社区、寨组抽调村民组成联防巡逻队开展禁赌等巡逻工作，走村入户宣传禁赌。
对于上述严查赌博的举动，凯里一位参与过数额较大的赌博者表示欢迎。他给新京报记者发来短信称，爆炸案的警示效果“挽救了千万个家庭”。
