范思哲、阿玛尼、普拉达、华伦天奴……这些品牌人们耳熟能详，但很少有人知道，这些大品牌并非出自名列世界500强的大企业，而是意大利中小企业。
意大利可谓中小企业的王国。据统计，中小企业占意大利全国企业的比例达98%以上。因此，在中意两国的经贸合作中，意大利的中小企业是一支不可忽视的力量。
未来，哪些重点领域将有可能促进中意间的经贸合作？这些合作将提供哪些经贸往来上的便利？《环球》杂志就此专访了意中商会副会长傅益翔。
《环球》杂志：意中商会主要以哪些形式促进中意经贸合作？
傅益翔：意中商会经常组织各种形式的讲座、座谈会、报告会、中意两国企业间的洽谈会以及大型的高级别的国际性会议，旨在加强与中国的对话，促进与中国的关系，寻找与中国合作的机会。
意中商会有图书馆和报刊资料室，为意大利各界提供关于中国的信息、分析和研究，还拥有一大批各方面的专家和顾问以及高水平的翻译人员。除此之外，意中商会还经常组织和举办“中国周”活动、各种交流活动(展览、研究日)来介绍中国。
近二十多年，意中商会接待过中国的许多高级代表团，多次组织意大利各界代表团和旅行团访问中国。在促进上海和米兰、南京与佛罗伦萨、苏州与威尼斯等友好城市关系的建立过程中，意中商会也起到了重要作用。
《环球》杂志：在促进意中经贸合作的过程中，意中商会主要通过哪些具体方式开展工作？
傅益翔：2013年，意中商会组织了以环保和绿色科技为主题的政府代表团，到中国访问。在意大利驻华使馆的支持下，代表团在北京和天津举办了一系列活动。同时，商会也在意大利接待了扬州、南通、普宁、陕西等中国地方政府和机构代表团，加强了与中国地方层面的联系与交流，给意中双方的中小企业提供更加直接的沟通和合作平台。
再如，2013年9月，我曾带领意中商会考察团到江苏太仓进行了考察。江苏一带的资源极具优势，其汽车配件产业已经形成了集群，而意大利的汽车产业也很强大，意中商会可以促成双方的合作。未来我们计划让意大利的企业到太仓去深入考察。
《环球》杂志：企业的需求千差万别，在满足双方企业的合作诉求方面，意中商会能提供哪些帮助？
傅益翔：意中商会非常欢迎中国的企业代表团。2013年10月在米兰，中国商业地产代表团与意大利多个品牌代表会面，直接探讨双方的需求与合作。商会也帮助中国代表团参加在意大利举行的活动与展会等，例如，3月的米兰皮装皮饰展，4月的米兰设计周。
意中商会一直致力于与更多的机构、商会或经济组织建立更广泛的联系，目前中国贸促会、中国国际商会、中国CEO联合会、中国商业地产联盟都是意中商会的合作伙伴。
《环球》杂志：近年，贸易保护主义有新抬头，贸易争端时有发生，在调解贸易纠纷方面，意中商会有什么独特的作用或运作方式吗？
傅益翔：2004年，由中国国际贸易促进委员会/中国国际商会调解中心、意中商会和米兰仲裁协会三方签署协议，成立了中意商事调解中心。这是中国与欧盟国家建立的第一个商事调解机构，分别在北京和米兰设有日常机构。与相对复杂漫长的诉讼仲裁程序相比，调解工作在灵活性和效率上都有明显优势，据统计，截至2012年，调解中心共受理54件中意商业纠纷调解案例。
《环球》杂志：意大利是有着悠久历史的欧洲国家，工业化、城市化等方面的探索和经验也比较丰富，你认为有哪些可供中国借鉴？
傅益翔：中国的城镇化正在加速，非传统的城市综合体，旅游文化综合体，智能城市等新概念，受到了中国人越来越多的关注。意大利在1000年前就打造出了许多至今仍闻名遐迩的城市，而集生活、休闲、旅游、购物等多种优势于一体的现代化综合项目也颇为成功。在这一领域，意大利成熟的实践经验值得参考、借鉴。
《环球》杂志：具体来说，意大利哪些领域做得比较好？
傅益翔：在服务业方面，如绿色旅游农业，在意大利始于二十世纪70年代，发展于80年代，到90年代已成燎原之势。它对乡村资源的综合开发和利用，改善城乡关系，起着非常重要的纽带作用。
再如，与西方国家相似，中国已进入了“老龄化”国家的行列，这一问题给中国经济和社会的发展带来巨大挑战，但问题之深之广之复杂，也许又超过了西方国家。不管怎么说，西方国家多年来对于这一问题的深入研究和各种尝试，还是能够带给中国很多启发，值得相关领域的专家学者加以研究借鉴。意大利的退休老龄人口疗养模式，就可以为中国发展疗养服务提供借鉴。
《环球》杂志：2014~2015年的中短期内，意中商会将重点推进的合作领域是什么？
傅益翔： 商会的工作重点将放在农业、环保、卫生、城镇化这四个中国政府提倡的合作领域，并将大力促进相互的对外投资。
利用专业的资源和渠道，意中商会将为准备进一步扩大在华投资的意大利企业，提供从咨询到法律的全面服务，特别是高科技产业，包括农业生产、新能源、节能和环境产业等。

《环球》杂志：有什么具体措施？
傅益翔：2014年，意中商会将努力为中国会员提供更多的服务，如已开通的快速签证通道服务——持有意中商会会员公司的邀请函的人士，可申请商务签证，办理这种签证一般不需要面签，并能够以最快速度办出签证。
商会还将在中国境内开设办事处，以为对意大利有兴趣的中国企业提供更加便利的条件和服务。
商会新年将举办的第一项活动是，为多年的合作伙伴广交会举行2014年推介会。
《环球》杂志：2015年米兰将举办世博会，中意如何利用这一契机深化合作？
傅益翔：2015年的米兰世博会是中国和意大利再次加强联系，深化合作的又一大契机。世博会组委会和意大利外交部制订了“特别中国计划”，目的是实现与中国在更多领域更广泛的接触，创造新的机遇与挑战。意中商会也会积极给予配合，拟订相应的行动计划。
