　　据江西省卫生和计划生育委员会介绍，江西自20世纪70年代末实行计划生育政策，人口过快增长的势头得到有效遏制，全省人口出生率、人口自然增长率分别由1978年的27.01‰、19.62‰下降到2012年的13.46‰、7.32‰，妇女总和生育率由1978年的4.73下降到2012年的1.71。

　　从20世纪90年代初开始，江西与全国同步进入低生育水平，实现了人口再生产类型从“高出生、低死亡、高增长”向“低出生、低死亡、低增长”的历史性转变。30多年来，江西全省累计少出生1700多万人，育龄妇女总和生育率已连续20年保持在更替水平(2.1)以下，群众生育观念发生了根本性变化。

　　围绕生育政策调整，江西省卫生计生委组织开展了单独夫妇生育意愿调查，全省符合单独两孩条件且有意愿、有能力再生育的育龄妇女约16万人，约占全省人口总数的3.55‰。

　　根据专家测算，实施单独两孩政策后，一个时期出生人口将适当增加，但对生育水平影响不大，预计2015年、2020年全省常住人口总量分别为4620万人、4780万人，不会突破江西人口控制目标，也不会给江西卫生、教育等基本公共服务带来大的压力。

　　据了解，单独两孩政策实施后，江西将继续坚持计划生育基本国策，坚持计划生育“一票否决”制，同时注重宣传倡导、利益导向、依法行政以及优质服务，严格控制政策外生育，切实稳定低生育水平。(完)
