  推后“非青奥、非民生”项目


  “今年城建规模由原来的755亿元压缩为652亿元,减掉103亿元。”16日下午,刚当选南京市市长的缪瑞林在媒体见面会上表示,对于近年来广受关注和争议的南京城市建设过快过猛,将按照轻重缓急,适当往后推一推,调整调节好,明年再考虑。

  缪瑞林表示,今年城建项目中,去年的续建项目占到78%,比如几条地铁线路的建设和雨污分流,很多是必须完成的。另一方面则对新建项目严格控制。


  外界由此感兴趣的是,哪些工程被暂时搁置了?


  目前南京市尚未披露搁置项目具体信息,而缪瑞林大致谈了一些方向。


  缪瑞林在现场解释道,这次是减掉了按照轻重缓急来说不是很急切的工程,“不是保青奥(2014年南京青年奥运会)、保民生的工程”。“这些工程可能也是必需的,但在时间顺序上适当往后推一推,将来我们有条件再来做。”他提及,这并非意味着重点工程就撒手不做,南京地铁的建设计划将持续推进,三条地铁线青奥会之前通车,3号线也将于今年年底通车。


  对比周金良此前对人大做的报告,可以大致梳理出可能被搁置的项目领域。


  周金良的报告主要包括三方面,一是“十六项青奥节点目标任务”,二是“五方面城乡建设”,三是包含市容管理等在内的“六方面城市管理”。其中第三方面主要是“软环境建设”类,不涉及太大投资。对比分析,压缩项目应主要集中于“五方面城乡建设”部分。


  在“五方面城乡建设”部分,周金良在报告中提及了若干项目,例如涉及基础设施建设部分,有“完善快速路系统,建成石杨路西延等一批主干道,保障居民出行方便;加强公共交通和静态交通建设,续建马群综合换乘中心,建设一批公共停车库(楼)和20公里公交专用道,初步构建智能公交运行调度平台;加强供水、供气、供电、人防等公用设施建设,提升城乡保供水平。”


  涉及自然环境保护的部分,有“加快推进滨江风光带、明外郭——秦淮新河百里风光带、中央公园建设等。”


  涉及到功能区建设部分,有“加快海峡城、金融城、会展二期等建设”,“完善东山副城基础设施建设,加快推进仙林副城仙鹤片区、白象片区中心商务区等建设”,“加快中国南京(软件谷)、江心洲生态科技岛建设”,以及“加快溧水永阳新城、高淳淳溪新城及新市镇建设”。


  在历史文化方面,有“博物馆和大遗址建设、推进明城墙保护建设,开展百子亭风貌区建筑保护整理工作”等。


  在“五方面城乡建设中”,最后一项则是推进安居保障建设。但由于涉及民生,因此不太可能涉及压缩。


  财政压力不减


  近些年来,南京城市建设大规模扩张,政府融资平台在其中起到了巨大的作用。多数债务通过此类政府融资平台举借。


  例如,南京市城市建设投资控股(集团)有限责任公司(下称“南京城投”)发行的“13宁城建CP001”债券募集说明书称,2012~2015年公司需陆续投资建设多个市政工程建设项目、公用事业硬件设施改造,主要包括青奥体育公园、火车站北广场及周边配套工程、幕燕滨江环境综合整治、老城南保护等。


  数据显示,许多城市已债台高筑,其中就包括南京。南京银行的研究报告显示,伊春、南宁、湖州、南京四市上述比例均超过100%,镇江、合肥也超过90%。


  城投债仅仅是政府性负债的冰山一角,更大部分在于银行借贷等其他来源。审计署2013年12月30日发布的审计报告显示,债券融资在地方性债务资金当中所占的比重,“政府负有偿还责任的债务”项下为10.73%,全口径计算为10.32%。


  南京城投上述发行债券数据显示,截至2012年6月末,其银行负债总额约为432.8亿元,所有负债合计610.96亿元。其中债券融资远小于银行融资规模。


  本报记者此前从权威渠道获得的资料显示,南京2013年以债券方式为保障房融资超过100亿。另外,南京保障房项目资金来源还有全国社保基金、国家开发银行等机构的长期投资或贷款。


  缪瑞林表示,这几年南京的城建规模都在650亿元以上,去年更是达到752亿元。而2011年,南京的地方一般预算收入也不过635亿元(加上卖地等收入之后的“财政总收入”为1298.8亿元)。而2013年南京公共财政预算收入为831.3亿元。由此计算,南京每年的城建投资额度,已接近于公共预算收入。


  事实上,包括南京城投在内的许多地方政府融资平台本身缺乏盈利能力,本质上靠财政还款。


  南京城投数据显示,2009~2011年,公司营业利润分别为-6.64亿元、-6.65亿元、-5.29亿元;同时,近三年公司补贴收入分别达到12.59亿元、15.21亿元、19.42亿元,营业外收入成为最终盈利的重要来源。


  与此同时,南京的财收增速在放缓。2011年一般预算收入635亿元,增速为22.4%。2013年,南京实现公共财政预算收入831.3亿元,增速已经回落至13.4%。
