方案明确，“私人会所”及“带有私人会所性质的场所”是指接待规模不大、消费档次较高、有一定隐蔽性和私密性、接待的对象面向特定人群或客户定位面向高档消费人群的场所，名称中不一定有“会所”、“会馆”等字样，不一定实行会员制，不一定从事经营活动。
本次整治工作由市纪委负责统筹协调和督促检查，市住建委、市公安局、市财政局、市国土局、市林业局等相关部门单位按照职责具体负责相关工作。主要任务包括七个方面。
对全市“私人会所”及带有“私人会所”性质的场所进行全面调查摸底，登记造册。其中重点是公园、历史建筑、行政事业单位用房、公用设施等公共资源内设立的私人会所和带有私人会所性质的场所。截至目前，长沙9个区县(市)已向市纪委提交了摸排情况报告。
