　　杨雄说，上海要加快形成政社互动、重心下沉、注重治本的社会治理方式。坚持以合法稳定就业、合法稳定居住为基准，加强人口服务管理，严格落实以积分制为主体的居住证制度，采取调整产业结构、完善公共政策、拆除违法建筑、整治群租等综合措施，严格控制人口规模。

　　同时，上海要培养和集聚各类人才。聚焦重点领域，继续实施国家和上海市各类人才计划，壮大领军人才队伍。

　　政府工作报告还指出，上海摆脱传统发展路径日益紧迫，人口总量和结构问题越来越突出，建设用地规模接近极限，环境承载压力加大，雾霾等大气污染问题突出。(新华社)
