  颇具争议的“白衣天使”


  因为这些“疯事”,兰越峰在绵阳市人民医院的朋友并不多。何碧远是其中一个与兰越峰关系较好的同事。在她眼里,兰越峰并不疯,只是有些偏激而已。“兰越峰不记仇,你和她吵了闹了,她当什么事情都没有发生过一样。”“专门负责跑项目、跑资金,绝对是个人才。如果哪个企业高薪聘请她,相信她会对这个企业有极高的回报。”她说。


  事实上,做出类似冲击会场之类的“不理智”行为,在一些熟悉兰越峰的同事看来,并不算特别意外。早在2003年4月,因为对奖金分配不满,时任功能科(后改名为超声科)主任的兰越峰发动员工罢工,医院决定暂停兰越峰功能科主任职务,到党委办公室反省。当日下午,功能科价值40余万元的5个彩超和黑白超探头不翼而飞,致使医院的B超检查工作无法进行,大量病人排队等候,给医院正常医疗秩序造成极大影响。

  “创收”的是是非非


  兰越峰一直担任超声科主任。兰越峰也坦承,“为了医院发展”,曾多次突破医德底线,配合临床科室做手术“创收”。 直到2009年5月,兰越峰自言,发现临床医生将下肢不舒服的患者先收入院先安排手术和心脏起搏器保驾护航,后补超声检查,会诊“正常””,觉得过分了,如实相告,最后患者没有手术出院。

  5月24日,医院心电图检查报告单显示患者窦性心率56次/分,窦性心律伴心动过缓,电轴不偏。5月25日,医院对患者作阿托品心电图试验阳性,“最大心率75次/分”。邀请心内科医生会诊后,医院建议患者术前安置心脏临时起搏器,患者的儿子同意并在手术同意书上签字。记者向绵阳多家医院心内科医生咨询,他们表示,潜在窦性心动过缓的情况下进行手术,面临着极大的手术风险,术前安置心脏临时起搏器并无不妥。


  经过努力,记者多方联系毛某未果。据此前涪城区卫生局的调查,此前,毛某某的一名亲属之前安装心脏起搏器花费了几万元,她担心费用过高给子女造成过重经济负担,而院方未与患者本人进行说明,患者在当天下午拒绝手术治疗并出院。事实上,临时心脏起搏器仅需2000多元。这一具有“标志性”意义的事件,是否直接导致了兰越峰被“打击报复”坐走廊,记者不得而知。因为即便超声科室一分为二,也发生在一年之后。


  对绵阳市人民医院超声科一分为二的真正原因,记者也无从知晓。但毫无疑问,兰越峰的职权明显受到了削弱。经过走访超声科员工和查阅财务报表后发现,兰越峰担任超声科主任期间,超声科有7个编制,而在职的仅5位,并接照7个人发放各种福利待遇。按照医院规定,作为超声科主任,具有自主支配两个“空饷”的权力。唯一可以证实的是,兰越峰与时任绵阳市人民医院院长王彦铭的矛盾空前激化。兰越峰也多次在网上实名发布“绵阳市人民医院王院长涉嫌腐败黑恶”之类的贴子。


  据了解,因为兰越峰不断的上访,绵阳市、涪城区多次组织调查组前往绵阳市人民医院调查。在采访中,绵阳市人民医院超声科的数名员工向记者表示,在几年时间内,兰越峰每次向上级上访,相关部门就会组成联合调查组前来调查,他们前后已接受了十余次的联合调查。涪城区卫生局办公室主任赵莉也证实,仅区卫生局参与的联合调查组,她就参与了4次。然而,颇为遗憾的是,这些调查,并没有为“走廊医生”重回岗位划上一个句号。不少职工对没完没了的调查和院方如此“迁就”兰越峰也心生不满。在兰越峰第二次被任命为超声科B超室主任的时候,不少科室的同事就提出辞职和转岗。
