统计局日前刚刚公布去年12月70个大中城市住宅销售价格变动情况,65个城市新建住宅价格环比上涨,同比上涨的城市则达到69个。其中,包括北京、上海、广州、深圳在内的一线城市新建住宅价格已经连续第四个月同比涨幅均超20%。
关于一线城市房价不断上涨的原因,马建堂表示,第一,一线城市都是特大城市,人口多,刚性需求和其他需求也都比较强。第二,一线城市由于政治经济文化比较发达,对流动人口的吸引力是很强的。第三,一线城市土地资源的稀缺性,尤其是好地段的珍贵性,可能更加明显和突出。这些因素是去年一线城市房价上涨的深层原因。
他强调,一线城市房价上涨比较快的同时,二三线城市总体上讲上涨还是比较平稳,个别三四线城市特别是四线城市有的房价还出现了下跌,不能简单用部分地区的房价上涨来概括整个去年中国房价完整的画面。从12月份房价的数据来看,70个城市房价上涨的幅度在减缓,这种势头能够延续下去。房地产调控的见效需要一个过程,房地产调控长效机制的建立也是一个复杂的、需要不断统一思想的过程。只要坚持房地产科学宏观调控,着力建立长效机制,中国房地产市场的健康稳定发展也还是有希望的。
